Kochi's Toshiba Junction Set for Major Redevelopment to Ease Congestion

In a significant move to alleviate traffic bottlenecks, authorities in Kochi are planning to redevelop Toshiba Junction, a congested point at the start of the second phase of the Seaport-Airport Road. The project aims to transform this area into a seamless transit point, with proposals including a flyover or a traffic roundabout.

Facilitating Smoother Commutes for Key Areas

This redevelopment is expected to benefit hundreds of daily commuters heading to Kakkanad and Infopark, as well as those traveling to the Kalamassery medical college area. For years, Toshiba Junction has served as a major bottleneck where the first phase of the Seaport-Airport Road ends abruptly and merges with local feeder traffic.

A senior official from the Roads and Bridges Development Corporation of Kerala (RBDCK) explained, "The current plan focuses on creating a seamless connection with the second phase section, which starts from HMT Road and ends at Nedumbassery. This will significantly improve traffic flow and reduce congestion."

Traffic Study and Funding Initiatives

RBDCK, the agency implementing the second phase, has entrusted NATPAC (National Transportation Planning and Research Centre) with conducting a comprehensive traffic study to guide the junction's development. The official added, "We have submitted a letter to the government seeking funds for this study. Options on the table include constructing a flyover, underpass, or traffic roundabout. NATPAC will determine the most suitable measure based on their findings."

Phase II to Feature Enhanced Safety and Infrastructure

Meanwhile, learning from the shortcomings of the first phase, Phase II of the Seaport-Airport Road is being designed as a smarter and safer corridor. The first phase, stretching from Irumpanam to Kalamassery HMT junction, faced public criticism over unlit stretches and inadequate pedestrian infrastructure.

To avoid repeating these mistakes, RBDCK has earmarked additional funds for modern streetlights covering the entire stretch. Service roads will be constructed in multiple areas, particularly near residential zones, to separate local traffic from high-speed transit. Additionally, a protective cover will be built for the BPCL pipeline running through the site.

Background on the Seaport-Airport Road Project

The Seaport-Airport Road project is envisioned as a 25.7-kilometer arterial link from Irumpanam to Cochin International Airport (CIAL), implemented in two phases. The 11.3-kilometer southern stretch was successfully commissioned in 2003, but the remaining 14.3-kilometer northern segment faced administrative and legal hurdles for two decades.

Commuters and logistics providers have long navigated congested city pockets, awaiting the completion of this "missing link." A breakthrough in land acquisition came through persistent negotiations by the state government with central agencies.

Overcoming Land Acquisition Challenges

Construction is currently focused on a 2.7-kilometer stretch through HMT land, designed with a width of 45 meters. The main obstacles were acquiring land from HMT and the Naval Armament Depot (NAD). Following a Supreme Court directive, the government allocated Rs 37.90 crore to secure 1.4015 hectares of HMT property in Thrikkakara North Village.

Similarly, negotiations with the Union Ministry of Defence cleared the path through NAD land, with the state disbursing Rs 23.11 crore for this purpose. An additional Rs 8.16 crore was allocated for widening NADA Thurappu Road, and nearly Rs 1 crore for a mandatory perimeter wall to ensure security.

With RBDCK reissuing tender notifications and the government granting an administrative sanction of Rs 17.31 crore for the HMT-NAD section, construction is now progressing at a rapid pace, marking a pivotal step toward completing this critical infrastructure project.
