Key Changes in Mutation and Property Fees
The LMC House formally cleared the Municipal Corporation (Amendment and Alteration of Assessment List) By-law 2025, which introduces revised rates for property mutation and changes in building names. For properties transferred through inheritance, the mutation fee has been standardized:
- Rs 1,000 for properties up to 1,000 square feet.
- Progressive slabs leading to a maximum of Rs 5,000 for larger properties.
In cases involving registration, the fees are now structured based on property value:
- Rs 3,500 for properties valued up to Rs 5 lakh.
- Graduated increases culminating in Rs 10,000 for properties valued above Rs 50 lakh.
Substantial Increases in Annual Licence Fees
In a move to augment municipal finances, the House approved a substantial revision in annual licence fees for a wide array of commercial establishments. The new fee structure includes:
- Hospitals and nursing homes: Licence fees have been doubled across all bed-capacity categories.
- Pathology labs and diagnostic centres: Fees have been increased to align with updated regulatory standards.
- Ayurvedic and homeopathic clinics: Revised fees to reflect current operational costs.
- Hotels, guest houses, and restaurants: Enhanced licence fees to support municipal services.
- Model shops and similar establishments: New fee rates implemented.

Revised Rental Rates for Public Venues and Community Halls
The LMC also sanctioned updated rental rates for key public venues. For Jhulelal Vatika, the charges have been revised as follows:
- Social and religious functions: Increased to Rs 10,000 per day.
- Commercial events: Now set at Rs 3 lakh per day.
Additionally, security deposits and charges for government-sponsored programmes have been adjusted to reflect current market conditions. In a parallel decision, the House approved a 40% increase in rents for community halls located across various localities in Lucknow, ensuring that these facilities are maintained to higher standards.
Future Plans and Committee Formation
Looking ahead, the LMC has decided to form a dedicated committee. This committee will be tasked with implementing a new licence fee structure for other commercial setups that were not covered in the initial list of revisions. Progress on Proposed Dog Shelter
In other developments, LMC officials informed the House about the ongoing search for land to construct a dog shelter. The property department is currently in the process of identifying a suitable site. Once the location is finalized and all necessary clearances are obtained, construction work on the much-needed dog shelter home will commence, addressing a long-standing concern of animal welfare in the city.
