Senior doctors at the state-run LNJP Hospital in Patna have voiced serious concerns over what they describe as a flawed and demoralising promotion and posting system. A delegation of senior medical professionals recently submitted a memorandum to Chief Minister Samrat Choudhary and Health Minister Nishant Kumar, urging that administrative and leadership positions within Bihar Health Services be allocated strictly based on seniority.
Allegations of Irregularities
According to the doctors, out of over 50 physicians at LNJP Hospital, 24 are senior-level officers. They claim that several officials from the 1990 batch are still awaiting promotions, while a junior doctor from the 2020 batch, Dr. Shakti Kishore, has been assigned the role of deputy director under higher charge. Additionally, Dr. Amarnath Prasad, a level-12 officer, is currently performing duties as deputy director (health).
Impact on Morale
Dr. Shashwat Kumar, who has been serving since 2016, stated, "This situation raises questions about departmental discipline and deeply affects the morale of experienced officers who have dedicated years of service." He added that the delegation received an assurance from the health department that the matter would be examined. "We have also written to the Chief Minister and the President of India, and we hope for an early resolution," he said.
Hospital Director's Response
LNJP Hospital Director Dr. Rahesh Choudhary clarified that postings and promotions are carried out in accordance with health department notifications and not at his discretion. He emphasised that all decisions have been made following established norms.
