Ludhiana Municipal Corporation Development Sites Accused of Transparency Violations
In Ludhiana, significant concerns have been raised regarding the alleged non-compliance with mandatory transparency norms at multiple development work sites operating under the jurisdiction of the Municipal Corporation. This issue has sparked a formal complaint from activist Kuldeep Khaira, who has written to the MC commissioner highlighting what he describes as a systemic failure to adhere to official directives.
Official Directives Ignored at Development Sites
According to clear instructions issued by the Directorate of Local Government (DLG) in Punjab, all municipal corporations are required to ensure the installation of prominent display boards at every site where development works are ongoing. These directives were specifically designed to enhance transparency, boost public awareness, and strengthen accountability in projects that utilize public funds.
The DLG mandate stipulates that these display boards must clearly mention essential details, including the name and precise location of the work, the date of commencement, the name of the contractor or executing agency, the estimated or sanctioned cost, and other relevant technical information. The absence of such boards fundamentally undermines public oversight and weakens established accountability mechanisms, creating an environment where governance principles are potentially compromised.
Activist Alleges Widespread Non-Compliance
Activist Kuldeep Khaira has claimed that, despite these explicit instructions, several development works currently underway within the Municipal Corporation, Ludhiana's jurisdiction are being executed without the mandatory display boards. He views this as a direct violation of the DLG's instructions and contrary to the core principles of transparent governance.
In his complaint, Khaira has urgently requested the authorities to issue strict directions to all concerned officers and contractors for immediate compliance. His appeal also calls for a comprehensive review of all ongoing development works to verify adherence to the instructions. Furthermore, he has emphasized the need to fix responsibility and initiate appropriate action against any officials or contractors found violating these norms.
Public Funds and Resident Oversight at Stake
This matter has been raised with a strong focus on transparency, public accountability, and the proper utilization of public funds. Khaira has requested prompt corrective measures and detailed information on the steps taken by the Municipal Corporation to address these allegations.
Interestingly, Mayor Inderjit Kaur recently issued specific instructions to officials involved in laying water supply lines for the canal-based water supply project for the city, stating that boards should be displayed with comprehensive project information. However, reports indicate that these instructions were not followed at all locations, highlighting a gap between policy directives and on-ground implementation.
Local residents have expressed frustration over this situation. In many cases, they report being completely unaware of the ongoing works in their areas. They argue that if complete information was available on-site through proper display boards, they could at least monitor the work progress and inform officials promptly in case of any shortcomings or irregularities.
