Madurai Corporation Advances Urban Management with Digital Asset Mapping Initiative

Madurai Corporation is significantly enhancing its urban management capabilities through a comprehensive digital asset mapping initiative. This project involves creating a precise "asset inventory" using differential global positioning system (DGPS) technology, which accurately maps municipal infrastructure and utilities across several city zones. The initiative also includes identifying encroachment mapping to address urban violations effectively.

Centralized Database and Dashboard Integration

The documentation of municipal infrastructure and utilities is designed to be uploaded into a central database. This ensures that every civic asset and urban utility is integrated into a unified dashboard, enabling improved tracking and data-driven planning for city officials. The digital framework reduces manual dependencies, streamlining operations and increasing efficiency in urban management.

Property Tax Application and Real-Time Assessments

To bolster tax administration, Madurai Corporation has provided officials with a property tax application. This tool allows for the upload of data regarding surveys and property verification, facilitating the identification of violations and conducting assessments in real time. The system auto-generates tax notices, enhancing operating efficiency and reducing paperwork for field officials.

A senior official from the corporation revenue department highlighted the benefits, stating, "The centralized dashboard and simple application-based data entry processes make entering information regarding property verifications and violations much simpler. A lot of the formatting and paperwork that we used to do to file and send notices is being done for us automatically with the app, making the field officials more efficient." The official added that having all information available on one website eliminates the need for extensive searches and minimizes errors or redundancies.

Technological Upgrades to Integrated Command and Control Centre

Alongside physical mapping, technological upgrades are being implemented at the Integrated Command and Control Centre (ICCC). This serves as the central nervous system for digital initiatives, providing a platform for real-time monitoring and analytics across core municipal functions. New software has been introduced to modernize the web-based grievance redressal system, consolidating various channels, including the Smart Madurai app, into a single page prioritized by category and urgency.

Public Health Services Monitoring

One of the newest features of the ICCC is public health services monitoring. The centre has conducted digital mapping of all primary healthcare centres within Madurai Corporation limits, detailing administrative frameworks and healthcare infrastructure. The system also maps surrounding areas to identify vulnerable pockets, such as slum areas or high-risk habitations, integrating this data into the central dashboard for streamlined rapid responses.

GPS Tracking and Streetlight Monitoring

The ICCC monitors GPS tracking for garbage collection vehicles, providing visibility into vehicle movement and distance travelled. This allows for the detection of operational gaps and enables efficient deployment of vehicles and manpower to address issues. For city lighting, API-based integration offers centralized visibility of streetlight status, helping officials identify non-functioning lights in real time and improve maintenance efficiency.

Grievance Management and Solid Waste Monitoring

The grievance management system includes a centralized digital framework, the Smart Madurai app for residents to file grievances, and an Officer Redressal app for officials to process and resolve issues. All grievances are documented and monitored by the ICCC, with around 4,000 complaints resolved on average per month. Solid waste monitoring involves live GPS tracking of garbage collection vehicles, checking activity status, and identifying irregularities in coverage.
