Maharashtra Forest Department Secures Second Position in State's E-Governance Assessment

The Maharashtra Forest Department, with its headquarters located in Nagpur, has achieved a significant milestone by securing the second position in the state government's comprehensive 150-day e-governance assessment program. The department scored an impressive 171 marks in this evaluation, which aims to measure and improve digital governance across various state departments.

E-Governance Rankings and Performance Metrics

In the recently released rankings, which form part of Maharashtra's ambitious 150-day e-governance improvement initiative, the Public Works Department (PWD) claimed the top position with 187 marks. The forest department's strong second-place finish highlights its commitment to technological advancement and efficient public service delivery through digital means.

Senior officials have attributed this outstanding performance to the department's sustained focus on technology-driven public interaction and a completely digital internal workflow system. These factors have created a robust foundation for transparent and efficient governance.

Natural Advantages and Digital Infrastructure

Additional Chief Secretary (Forest) Milind Mhaiskar explained that the department benefited from what he described as "natural advantages" due to its long-standing digital interface with the public. "The rankings are a result of some natural advantages we had in terms of a vibrant online presence while interacting with the public, in-house tech-driven initiatives, and presence of young officers who are keen to use technology for the department's transparent functioning," Mhaiskar stated.

The forest department had already established a strong e-governance backbone through various online services, particularly safari and resort booking systems. "With the forest department's booking (for safari, resorts) being online, there was already an existing infrastructure for e-governance. The public was interacting with the department through this virtual office," Mhaiskar elaborated.

High Public Engagement and Technical Capabilities

The department's online points of contact experience substantial traffic, demonstrating significant public engagement with digital services. Mhaiskar provided a striking example: "If you look at Tadoba, the online bookings are full within two minutes." This high demand underscores the effectiveness and popularity of the department's digital platforms.

Furthermore, the forest department maintains a dedicated Information Technology department that spearheads numerous technological initiatives. This specialized team plays a crucial role in developing, implementing, and maintaining the digital infrastructure that supports the department's operations.

Streamlining Compensation Processes

The department has also taken significant steps to streamline compensation payouts, particularly in cases involving human-wildlife conflict. Beneficiaries eligible under various government schemes now experience simplified and accelerated processes for receiving compensation.

"The department took steps to simplify and thus speed up the process of paying compensation to beneficiaries. These include victims of wild-animal conflicts and also those eligible for such grants under various government schemes," Mhaiskar explained. However, he added an important caveat: "But here we are dependent on funds coming from the finance department, so there are sections which we don't control directly."

Future Plans and Continuous Improvement

Despite already operating on what officials describe as a 100% e-governance module, the forest department has ambitious plans for further upgrades and enhancements. "We have many plans which include fine-tuning existing infrastructure and building on what we have. As of now, we follow a digital office system wherein no file moves physically," Mhaiskar revealed.

This commitment to continuous improvement reflects the department's forward-thinking approach to governance and public service delivery through technological means.
