Maharashtra Implements Three-Tier Oil Spill Response Framework

In a significant move to bolster maritime disaster preparedness, the Maharashtra state government has established a comprehensive three-tier emergency management system specifically designed to address oil spill incidents. This initiative closely mirrors the structure outlined in the central government's National Oil Spill Disaster Contingency Plan (NOSDCP).

New Emergency Management Groups Formed

The newly created framework includes three distinct operational levels:

  • State Oil Spill Emergency Management Group (SOS-CMG): This will function as the apex body at the state level, overseeing and coordinating all oil spill response activities across Maharashtra.
  • District Oil Spill Emergency Management Group (DOS-CMG): These groups will be established in coastal districts, providing localized command and control during spill incidents.
  • Local Oil Spill Emergency Management Group (LOS-CMG): Operating at the grassroots level, these units will handle immediate response and on-site management in affected areas.

According to an official Government Resolution (GR), these emergency management groups will operate strictly in accordance with the provisions detailed in the National Oil Spill Disaster Contingency Plan (NOSDCP)-2015. The resolution emphasized that "Hazardous and Noxious Substance (HNS) or oil spill disasters in the maritime sector have the potential to cause major damage to the environment, wildlife, and economy."

Alignment with National Contingency Plan

The National Oil Spill Disaster Contingency Plan (NOS-DCP)-2015, developed by the Indian Coast Guard, serves as India's highest-level strategic document for managing crises arising from maritime oil spills. The plan mandates the establishment of State, District, and Local Level Emergency Management Groups (CMGs) to effectively manage oil spills and related pollution incidents.

The GR further stated, "In order to provide prompt and appropriate response in the event of such disaster, the Indian Coast Guard has developed the National Oil Spill Disaster Contingency Plan (NOS-DCP)-2015. The National Oil Spill Disaster Contingency Plan (NOS-DCP) is the highest-level plan of the Government of India for managing crises arising from oil spills and is an important document for oil spill response."

This structured approach aims to ensure a swift, coordinated, and efficient response mechanism, minimizing environmental degradation and economic losses associated with maritime oil spill disasters along Maharashtra's coastline.
