Historically, from 2012 to 2022, Delhi had three separate municipal corporations before they were re-merged into the MCD by the central government. Until 2020, a private IT company managed the MCD portal, after which the National Informatics Centre (NIC) took over, launching a unified platform for all three civic bodies. This transition led to the generation of registration numbers that were later found to be duplicated across corporations.

The issue came to light recently during admissions for Delhi government schools under the Economically Weaker Sections (EWS) category. The education department reported instances where children born in east Delhi had background details linked to south Delhi due to overlapping registration numbers. An MCD official stated that this problem was prominently noted for certificates issued between 2020 and 2023. In response, the corporation has updated registration numbers by adding the suffix 'N' for those issued by the north corporation and 'E' for the east corporation, while south corporation certificates retain their original numbers.

From 2020 to 2022, approximately 9 lakh registrations were recorded, with 95% originating from the MCD area and the remainder from NDMC and Delhi Cantonment areas. According to the annual birth and death certificate report, Delhi issued 3,00,350 birth certificates in 2022, 2,71,786 in 2021, and 3,01,645 in 2020.
