Mumbai's Civic Body Unveils Ambitious Rs 80,952 Crore Budget for Fiscal Year 2026-27
The Brihanmumbai Municipal Corporation (BMC) has officially presented its comprehensive budget for the upcoming fiscal year 2026-27, marking a significant financial commitment to the city's development. The total outlay stands at an impressive Rs 80,952 crore, representing a substantial increase from the previous year's budget of Rs 74,427.41 crore for 2025-26.
First Presentation to Elected Body in Four Years
This budget holds particular significance as it marks the first time in four years that the financial plan has been presented to an elected civic standing committee. The presentation occurred before the newly formed committee, which is chaired by BJP corporator Prabhakar Shinde, following the civic elections conducted in January 2026.
Massive Infrastructure Investment
A remarkable Rs 48,164 crore has been allocated specifically for capital expenditure, demonstrating the civic body's strong focus on major infrastructure development. This substantial investment will fund several critical projects including:
- The Mumbai Coastal Road (North) project
- Goregaon-Mulund Link Road tunnelling work
- The proposed Gargai Dam construction
- Development of desalination plants
Enhanced Education Sector Allocation
The education sector receives special attention with an allocation of Rs 4,248.08 crore, representing a 7.4% increase from the previous fiscal year. This enhanced funding supports numerous innovative educational initiatives:
- Establishment of a new CBSE school at Mumbai Public School, Kondivita
- Digitization of 7,953 classrooms with advanced LED interactive panels
- Creation of 479 English language laboratories across city schools
- Upgradation of science laboratories in 190 educational institutions
- Distribution of 20,000 tablets to Standard IX students to promote technology-enabled learning
Comprehensive Student Development Programs
The budget incorporates several programs designed to foster holistic student development. Three art excellence centers will be established across different regions of Mumbai, while NCC squads will be introduced for students in Standards VIII and IX. A pilot Science Park project will be launched in two schools with an investment of Rs 5 crore.
Students wearing school uniforms will continue to benefit from free BEST bus travel, with special bus routes being implemented in areas where regular services are unavailable. The successful 'Chalo Card' scheme, which benefited 9,627 students in 2025-26, will continue under this initiative.
Infrastructure and Learning Resources Enhancement
To support the growing educational infrastructure, the budget includes provisions for:
- 28,470 new desks and 44,938 chairs for classrooms
- Musical instruments and art kits for creative development
- Enhanced library facilities across educational institutions
- Programs focusing on student safety, gender equity, environmental awareness, elocution, and music
Administrative Oversight and Financial Recovery
Municipal Commissioner Bhushan Gagrani, presenting his second budget since assuming charge in March 2024, emphasized the administration's commitment to financial accountability. The civic body continues to pursue recovery of Rs 7,241.38 crore due from the state government while taking strict action against civic employees who have submitted fraudulent educational certificates.
The comprehensive budget reflects a strategic focus on infrastructure development, technological advancement in education, and student welfare programs, all aimed at improving services and quality of life across Mumbai's diverse communities.
