Nagpur's Vanishing Playgrounds: A Summer Crisis for Children
With summer vacations fast approaching in Nagpur, the alarming deterioration of numerous playgrounds across the city has emerged as a critical public concern. Open grounds, originally designated for children's recreation and community leisure, are increasingly being misused as garbage dumping sites, venues for cultural programmes, makeshift parking lots, or storage spaces for construction debris. This rampant encroachment severely restricts daily access for play, leaving young residents with few safe options for outdoor activity.
Unequal Access and Permanent Encroachments
While some localities such as Ravi Nagar, Shivaji Nagar, and southwest areas like Trimurti Nagar and Pratap Nagar enjoy relatively better access to maintained green spaces, several other neighbourhoods remain starkly deprived. In many instances, grounds have effectively transformed into permanent event venues, with little room left for regular recreational use by children and families.
The Kachh Visa ground in Lakadganj is frequently seen hosting large gatherings and commercial events rather than serving as a neighbourhood hangout for youngsters. Despite installations like a jogging track and green gym equipment, the space remains largely inaccessible to common residents throughout much of the year.
The Laxmi Nagar ground has virtually morphed into a community parking lot, forcing children to play on adjacent roads—a dangerous alternative. The area suffers from gross neglect: no perimeter fencing, broken slides and swings, and uneven surfaces, turning what should be a vibrant play zone into a potential safety hazard.
Another open space in Laxmi Nagar, located next to the Hanuman temple, currently features a large pandal erected without any ongoing festival or celebration. The ground remains locked, with boundary walls under construction, steadily converting a once-community play area into a glorified celebration venue.
Shrinking Spaces and Multipurpose Misuse
In Gopal Nagar's SBI Colony, construction activity is actively underway on an existing playground—a matter previously reported—further shrinking the already limited recreational space available for children. Similarly, the Hanuman Nagar Corporation ground doubles up as a part-time parking spot, while the Ram Nagar garden has evolved into a multipurpose event hub rather than a dedicated children's play space.
"Every Saturday, it functions as a parking lot. The ground frequently hosts exhibitions and fairs and sets up cracker stalls ahead of Diwali. For much of the remaining time, however, the gates remain locked—leaving local children with little or no access," lamented a resident of Ram Nagar.
Judicial Intervention and Administrative Limitations
Taking serious note of the escalating issue, the Nagpur bench of the Bombay High Court had earlier initiated a suo motu public interest litigation (SMPIL) to examine the condition and preservation of playgrounds across the city. Concerned particularly over the absence of a designated playground in Hindustan Colony on Amravati Road, the HC ordered a city-wide examination of open recreational spaces after a February 16 report highlighted that the approved layout of Hindustan Colony did not earmark any land for a playground.
The court directed that the scope of the petition should not remain confined to one locality but extend comprehensively to other parts of Nagpur as well, signalling a broader judicial push for accountability.
According to a source from the Nagpur Municipal Corporation's Nuisance Detection Squad, the team's mandate is limited to clearing obstructions from roads, and playgrounds do not automatically fall within its jurisdiction. "We cannot initiate suo motu action in such cases. However, if a complaint is received stating that playgrounds are being encroached upon or obstructed by such structures, we act promptly to remove them," the official clarified, highlighting a gap in proactive enforcement.
As summer looms, the crisis of Nagpur's playgrounds underscores a pressing need for coordinated action between civic authorities, judicial bodies, and community stakeholders to reclaim these vital public spaces for the city's children.
