CM Nitish Kumar Urges Bureaucrats to Fast-Track Schemes for Bihar's Development
Nitish Kumar at Manthan 2025: Ensure Swift Scheme Implementation

Chief Minister Nitish Kumar issued a strong directive to senior bureaucrats on Wednesday, emphasizing the need for swift and effective implementation of government welfare schemes. He stressed that timely execution is the critical key to achieving the ambitious goal of transforming Bihar into one of the five most developed states in India.

Inauguration of Manthan 2025 and Key Directives

The CM delivered this message after inaugurating "Manthan 2025", a pivotal two-day workshop organized for all divisional commissioners and district magistrates (DMs). The event was held at the Bihar Institute of Public Administration and Rural Development (Bipard) in Gaya. Kumar stated that the efficient delivery of public programmes is fundamental to fulfilling the aspirations of Bihar's citizens.

Addressing the gathered officials, he called upon them to work with sensitivity, dedication, and honesty, underpinned by a strong commitment to public welfare. "People have high expectations from all of you," he reminded the senior administrators.

Infrastructure Inaugurations and Workshop Sessions

During his visit to the Bipard campus, the Chief Minister inaugurated several new facilities, including a 'samvad vatika', a yoga complex, the Bipard lawn, a 'nakshatra van', and a rejuvenated Brahmayoni sarovar (pond). He also opened a horse-riding track, the Vikramshila library, a motor vehicle training centre, space and Bipard galleries, and a centre of excellence.

Furthermore, he released several important manuals prepared by Bipard, which pertain to training methodologies, capacity-building initiatives, and internal administrative management.

The Manthan 2025 workshop featured high-level thematic sessions led by experts and senior administrators:

  • Chief Secretary Pratyaya Amrit outlined the state's vision for citizen-centric administration during a session on "responsive governance."
  • Keshav Varma, chairman of a high-level committee on urban planning in Gujarat, led a discussion on "urban governance challenges and solutions," where Patna DM Thiyagarajan SM gave a presentation.
  • State Advocate General P K Shahi deliberated on the legal framework for effective administration.
  • Field-level insights were shared by Gaya DM Shashank Shubhankar and Muzaffarpur DM Subrat Kumar Sen.

Other notable participants included Additional Chief Secretary-cum-Bipard Director General B Rajender, Secretaries to the CM Anupam Kumar, Kumar Ravi, and Chandrashekhar Singh, Food and Consumer Protection Secretary Abhay Kumar Singh, and Magadh Division Commissioner Safina A N.

Spiritual Visit and Concluding Day Agenda

After the inauguration, Chief Minister Nitish Kumar visited the world heritage Mahabodhi Mahavihara in Bodh Gaya. He offered prayers for the happiness, peace, and prosperity of the state. The office-bearers of the Bodh Gaya Temple Management Committee presented him with a memento and a leaf from the sacred Bodhi (peepal) tree.

The second and concluding day of Manthan 2025, scheduled for Thursday, will feature a special session on public-private partnership and infrastructure development. Deputy Chief Minister Samrat Chaudhary is set to address the concluding session of this significant administrative exercise.
