Odisha Implements Emergency Measures as Heatwave Intensifies Across Multiple Districts

In response to escalating daytime temperatures and severe heatwave warnings issued by the India Meteorological Department (IMD), district collectors across nine districts in Odisha have announced the immediate closure of all educational institutions, including anganwadis, government schools, and private establishments. This decisive action comes as the state government rolls out a comprehensive Standard Operating Procedure (SOP) specifically designed to combat the extreme heat conditions.

District-Specific School Closures and Heatwave Warnings

The IMD has issued a severe heatwave alert for five districts—Sambalpur, Sundargarh, Balangir, Nuapada, and Jharsuguda—with the warning remaining in effect until April 22. In direct response, local authorities have implemented varied closure schedules to protect students and staff from the dangerous heat.

  • Sambalpur: Schools will remain closed for three days starting Monday.
  • Jharsuguda: All educational institutions are shut from Monday through Thursday.
  • Nabarangpur and Nuapada: Schools and colleges are closed from Monday until further notice.
  • Balangir, Boudh, Sonepur, and Kalahandi: Institutions are expected to reopen after three to four days.
  • Mayurbhanj: A five-day closure is in effect from April 20 to April 24.

Empowering District Collectors for Swift Local Action

Revenue and Disaster Management Minister Suresh Pujari emphasized that district collectors have now been granted the authority to independently decide on closures of anganwadis, schools, and colleges based on localized heat conditions. This strategic shift aims to eliminate delays associated with waiting for state-level directives, enabling quicker and more responsive interventions as temperatures continue to rise.

"The state has already prepared an SOP and discussed it with all district collectors. Beyond the SOP, if collectors feel the need to take a decision on school or college closure, or any other matter related to heat conditions, they can do so and seek approval from the government later," Pujari stated, highlighting the government's commitment to proactive heatwave management.

Comprehensive Heatwave Mitigation Strategies

In addition to educational closures, the new SOP includes several critical measures to safeguard public health and ensure zero heat-related casualties. Collectors have been instructed to restrict the movement of both passenger and goods vehicles during peak heat hours, specifically between 11 AM and 3 PM, in areas experiencing extreme temperatures.

The government, in collaboration with various organizations and industries, will establish roadside rest sheds equipped with drinking water and Oral Rehydration Salt (ORS) packets. These facilities are intended to provide drivers and travelers with essential hydration and rest opportunities. State and central public sector undertakings are being mobilized to distribute drinking water and ORS packets along national highways.

Looking ahead, Pujari revealed plans to establish dedicated heatwave shelters in districts that consistently face intense heat annually, drawing parallels to existing cyclone and flood shelters. Furthermore, authorities managing ambulance and fire services have been directed to ensure that emergency response vehicles reach their destinations within 20 minutes to address any heat-related emergencies promptly.

"Our focus is on zero casualties due to heatwave," Pujari affirmed, underscoring the government's unwavering dedication to public safety during this critical period.
