Odisha Government Introduces WhatsApp-Based Certificate Services
In a significant move towards digital governance, the Odisha government has announced that applications for caste, residence, and income certificates will soon be available through WhatsApp. This initiative, revealed by Revenue and Disaster Management Minister Suresh Pujari on Wednesday, aims to streamline access to revenue department services for citizens across the state.
Launch and Implementation Details
The WhatsApp-based service delivery system is set to be officially launched by Chief Minister Mohan Charan Majhi on Thursday. According to Minister Pujari, this step is part of the government's commitment to enhancing ease of living by minimizing hassles in availing public services. He emphasized that the platform will allow citizens to register their mobile numbers and seamlessly interact with revenue department functions through the popular messaging app.
Expanded Services and Legal Framework
Beyond certificates, the service will extend to other critical functions, such as applications for changing land categories. All services will adhere to the timelines prescribed under the Odisha Right to Public Services Act, 2012, ensuring transparency and accountability. Once an application is submitted, users will receive an automated acknowledgement along with a clear service timeline directly on WhatsApp.
Enhanced User Experience and Anti-Corruption Measures
Citizens will benefit from regular updates on their application progress and any deficiencies identified, eliminating the need for physical visits or direct human interface. This initiative is designed to reduce dependence on government offices, thereby curbing opportunities for corruption. Additionally, the platform will enable users to lodge complaints related to corruption or delays in service delivery, with direct accessibility to the revenue minister for prompt action.

Minister Pujari reiterated the government's dedication to rooting out corruption and improving accountability, noting that feedback can also be shared through the same WhatsApp platform. This move builds on previous efforts, such as the rollout of various revenue services online and through the Odisha One (MoSeva) app, showcasing a consistent push towards digitization in public service delivery.
