Odisha Government Orders Mandatory CCTV Installation in Beggar Rehabilitation Centers
In a significant move to bolster safety protocols and operational transparency, the Social Security and Empowerment of Persons with Disabilities Department in Odisha has issued a directive requiring all operators of beggar rehabilitation centers to install closed-circuit television (CCTV) cameras within their facilities.
Official Directive for Enhanced Surveillance
The department has formally communicated this mandate through an official letter, instructing authorized agencies that manage shelters for beggars and urban homeless individuals to implement the surveillance systems at their own expense. The directive emphasizes strict compliance, with cameras to be strategically placed in key areas including resident rooms, corridors, main entrances, and other critical locations.
Special Secretary Rajani Jani stated in the letter, "The objective is to enhance monitoring mechanisms, ensure the safety of inhabitants, and improve overall transparency in rehabilitation centers." The department has also mandated that operators submit detailed reports on the CCTV installations, covering technical specifications and coverage areas, as soon as possible.
Privacy Considerations and Broader Goals
While implementing this surveillance initiative, the directive explicitly requires that the privacy of inmates, staff, and visitors be safeguarded and not violated. This measure is part of Bhubaneswar's ambitious campaign to transform into a beggar-free city, aligning with a comprehensive long-term rehabilitation strategy.
The city's civic body, in collaboration with the state government and various non-governmental organizations (NGOs), has been conducting regular rescue operations to identify beggars from major intersections, temples, and crowded public spaces. Rescued individuals are assessed and accommodated in rehabilitation centers, where efforts focus on reuniting them with families, providing skill development training, and connecting eligible beneficiaries with welfare schemes and pensions.
Addressing Concerns and Ensuring Accountability
This directive gains importance amid ongoing concerns about monitoring conditions and ensuring humane treatment within rehabilitation centers. Officials believe that the installation of CCTV cameras will effectively address these issues by fostering greater accountability among shelter operators.
The surveillance system is expected to deter potential abuse, negligence, or illegal detention, while enabling authorities to respond promptly to grievances. Mayor Sulochana Das affirmed, "We are committed to making the city beggar-free and rehabilitating those who are rescued." Individuals deemed fit for work are enrolled in livelihood programs, while elderly and destitute persons are offered long-term shelter facilities.
