Odisha Government Implements Centralised Asset Registry with Mandatory Geo-Tagging

In a significant move to enhance transparency and efficiency in public infrastructure management, the Odisha government has announced the establishment of a comprehensive Centralised Asset Registry. This initiative will be complemented by the development of a Unified Works Passbook, creating a robust system to track all public assets across various state departments.

Standardized Asset Identification and Geo-Tagging

The new system introduces a standardized approach to asset management, where each public infrastructure asset will be assigned a 10-digit unique asset ID. Furthermore, mandatory geo-tagging with specific codes will be implemented for all assets, ensuring precise location tracking and improved accountability.

The Centralised Asset Registry will serve as a unified, secure database designed to monitor physical assets belonging to different government departments. This registry will capture detailed information about ongoing projects, completed works, and maintenance and upgradation activities, providing a comprehensive overview of the state's infrastructure portfolio.

Implementation Strategy and Timeline

The "Odisha Works Passbook — Enterprise GIS System (Digital Register) for Public Works" has recently received approval for implementation. The Odisha Space Applications Centre (ORSAC) will lead the phase-I implementation according to the proposed timeline.

During the initial phase, the application will be piloted in one district to test system functionality and performance. Following successful validation, a sequential rollout will ensure system stability before expanding statewide. This cautious approach aims to guarantee smooth implementation and optimal performance across all regions.

Departmental Integration Requirements

All government departments have been directed to integrate their asset data with the works passbook within 60 days by maintaining an online asset registry. Departments currently lacking an asset registry will be required to adopt the Works and Accounts Management Information System (WAMIS) asset module.

For departments without any existing web application, mandatory onboarding into WAMIS will be enforced within the stipulated timeline. The completion of mandatory geo-tagging and unique asset ID generation must also adhere to prescribed deadlines, as outlined in the minutes of a high-level committee meeting chaired by the development commissioner.
