Pimpri Chinchwad Faces Major Fire Safety Compliance Crisis
In a startling revelation, the majority of commercial establishments operating within the Pimpri Chinchwad Municipal Corporation (PCMC) limits have failed to secure the mandatory fire safety compliance certificate from the fire brigade department. This widespread non-compliance persists despite repeated appeals and official notices, triggering significant safety concerns across the twin cities.
Alarming Statistics Highlight the Scale of Non-Compliance
The extent of the problem is staggering. According to recent data, only seven out of 104 registered fuel stations across Pimpri Chinchwad have obtained the required fire safety compliance certificate. The situation is equally concerning in educational and healthcare institutions. Just 58 of the 564 schools registered with the municipal corporation have secured certification, while only 138 of 674 hospitals have complied with this critical safety requirement.
A senior official from the PCMC fire department confirmed that notices are being issued once again to establishments, with particular focus on those providing sensitive services. These establishments are being urged to comply with established fire safety norms without further delay.
Background: Why the Mandatory Certification Was Implemented
The PCMC made it mandatory for all commercial and industrial establishments to obtain fire safety compliance certificates in 2024, even if they had previously received final fire No Objection Certificates (NOCs) during construction. This crucial decision followed a devastating fire at an illegal candle manufacturing unit in Talawade, which claimed 14 lives and exposed serious safety gaps.
It is important to understand the distinction between different types of fire safety documentation. The mandatory fire NOC issued to newly constructed structures differs significantly from the fire safety compliance certificate required for businesses operating from such premises.
A PCMC official explained: "While a fire NOC cannot be issued to an illegal structure, a fire safety compliance certificate can be granted to establishments regardless of their legal status. This certificate strictly pertains to fire safety measures and does not cover other regulatory aspects. Owners of illegal structures must pay double the regular fees to obtain this certification."
The initiative to make certification mandatory was specifically designed to ensure fire safety compliance at all structures, irrespective of their legal standing within municipal regulations.
Official Response and Enforcement Timeline
Venkatesh Durvas, Deputy Municipal Commissioner and head of the PCMC fire brigade department, provided specific details about enforcement actions. "We will serve notices within two weeks to all 97 fuel stations that have not obtained the fire safety compliance certificate from the municipal corporation. They will be given one month to comply with the requirements," Durvas stated.
He further explained that fire brigade officials will conduct thorough inspections of establishments after they apply for certification. These inspections will verify that all mandatory fire safety measures are properly implemented before any certificate is issued.
Durvas emphasized that similar enforcement actions will be initiated against other commercial establishments, including hospitals, clinics, schools, and private coaching institutes. "Many of these establishments may already have fire safety measures in place, but they are still required to obtain formal compliance certification from the municipal corporation. Most have not completed this essential step," he added.
Comprehensive Survey Reveals Widespread Fire Hazards
Rishikesh Chippade, Chief Fire Officer of the PCMC, provided additional context about the certification initiative. While the concept of issuing business NOCs existed previously, it was limited to only a few specific establishment types.
A comprehensive PCMC survey revealed that nearly 82 different business types were identified as particularly prone to fire hazards. This finding directly informed and justified the launch of the broader certification initiative now being enforced across Pimpri Chinchwad.
The current enforcement push represents a significant escalation in fire safety regulation within the municipal corporation's jurisdiction, aiming to prevent future tragedies through systematic compliance verification.
