Pralhad Joshi officially took over as the Union Education Minister on Sunday, July 26, 2026, at Kartavya Bhavan in New Delhi. Immediately after assuming charge, he chaired a review meeting with senior officials to assess the implementation of various educational schemes and initiatives.
Review Meeting and Key Appointments
During the meeting, Higher Education Secretary Vineet Joshi and School Education Secretary T. K. Anil Kumar briefed the minister on the progress of existing programmes. Notably, Vineet Joshi is slated to move to the Ministry of Panchayati Raj as Secretary, replacing Vivek Bharadwaj, who retires on July 31. Subsequently, Naresh Pal Gangwar will take over as Higher Education Secretary effective August 1.
Transition from Dharmendra Pradhan
Joshi was in Karnataka when his predecessor, Dharmendra Pradhan, resigned as Education Minister. Reflecting on the transition, Joshi stated, “I have been attending meetings to understand all the details and information about the ministry and its decisions. It is a new area of work for me. I have tried to gain a thorough understanding and have spoken to senior officials. The department is quite large and, therefore, I will first focus on understanding it and then on delivering results.”
He lauded Pradhan’s tenure, noting, “His commitment to the development of the nation will always be remembered. His tenure witnessed the successful implementation of NEP 2020, along with more than 100 major and minor reforms in the field of education. Placing the larger national interest above everything else, Shri Pradhan Ji’s decision to step down does not in any way prevent him from contributing to nation-building. Our paths will cross again in the service of the nation’s development.”
Ministerial Portfolios and Background
A five-time Lok Sabha MP from Karnataka’s Dharwad constituency, Joshi will continue to hold his existing portfolios as Minister for Consumer Affairs, Food and Public Distribution, and Minister for New and Renewable Energy. He becomes the second Education Minister from Karnataka after S. R. Bommai, who served as Minister of Human Resource Development in 1996 under Prime Minister H. D. Deve Gowda. Union Minister of State for Education Jayant Singh was also present during the handover.
Key Challenges Ahead
One of the immediate tasks for Joshi is steering parliamentary discussions on the proposed Public Examinations (Prevention of Unfair Means) Amendment Bill, 2026. This bill aims to impose stricter penalties for those involved in exam leaks, a critical issue following recent controversies. He will also oversee the comprehensive overhaul of the National Testing Agency (NTA), which conducts major exams like NEET-UG. Additionally, the Viksit Bharat Shiksha Adhisthan Bill, which seeks to replace three legacy higher education regulators—the University Grants Commission (UGC), All India Council for Technical Education (AICTE), and National Council for Teacher Education (NCTE)—with a single apex commission to implement National Education Policy (NEP) 2020 reforms, awaits his attention.
