Puducherry Government Proposes Major Water Supply Modernization with French Financial Assistance

The Puducherry government has put forward an ambitious proposal to launch a comprehensive project aimed at strengthening, modernizing, and rehabilitating water supply sources and systems in urban areas within the Puducherry district. This initiative is set to receive substantial financial backing, with a Rs 534 crore assistance package from the Agence Française de Développement (AFD), a prominent public French financial institution.

Addressing Urban Growth and Water Stress in Puducherry

Puducherry, renowned as a popular tourist destination, has been experiencing a rapid increase in urban sprawl in recent years. The Pondicherry Urban Agglomeration Area (PUAA) currently serves approximately 2.31 lakh households as of 2025. Projections indicate this number will surge to 4.24 lakh households by 2055, highlighting the pressing need for enhanced infrastructure.

Presently, the urban area heavily depends on groundwater for its drinking water supply, with 346 tubewells in operation according to the directorate of information and publicity. The current water demand stands at about 140 million litres per day (MLD), but this is expected to escalate to 252 MLD by 2055. This growth trajectory leads to a projected supply deficit of 218 MLD, underscoring the urgency of intervention.

Compounding these challenges, Puducherry has been officially identified as a water-stressed region in national groundwater assessments conducted by the Central Ground Water Board (CGWB). This classification emphasizes the critical necessity for sustainable water management solutions.

Comprehensive Project Components and Financial Allocation

To tackle these multifaceted issues, the project is structured around several key components with detailed financial allocations:

  • Water Supply Schemes: Three comprehensive water supply schemes are planned at a combined cost of Rs 179.66 crore, forming the foundation of the modernization efforts.
  • Groundwater Extraction Units: The project includes establishing alternative groundwater extraction units through three implementation packages, each costing Rs 8.50 crore. These packages will cover drilling, pumping systems, and associated infrastructure to diversify water sources.
  • Transmission Infrastructure: A major focus of the programme involves extensive transmission infrastructure. This includes raw water transmission mains to convey water to a new water treatment plant, with an allocation of Rs 114.52 crore.
  • Pipeline Networks: Significant investments are earmarked for laying main lines from the clear water reservoir and groundwater sources to 46 overhead tanks across Puducherry, costing Rs 122.87 crore. Additionally, transmission lines from the water treatment plant and pipelines connecting groundwater sources to the treatment facility will be laid at costs of Rs 23.37 crore and Rs 10.00 crore, respectively.
  • Water Treatment Plant: A new 30 MLD water treatment plant will be constructed at a cost of Rs 42.00 crore, enhancing the capacity to process and distribute clean water.

Expected Benefits and Implementation Timeline

The implementation of these projects over the next three years is anticipated to yield substantial benefits for the region. Primarily, the reliance on groundwater will be significantly reduced, while the utilization of surface water will be enhanced. This shift is expected to improve the overall quality, reliability, and sustainability of water supply for nearly nine lakh people residing in the urban and suburban areas of the Puducherry region.

By addressing both immediate needs and future projections, this Rs 534 crore initiative represents a strategic move towards securing water resources, supporting urban growth, and mitigating environmental stress in one of India's key coastal territories.
