The Pune Municipal Corporation has ignited a heated debate with its newly proposed riverfront development project, outlined in the civic budget for the 2026-27 fiscal year. The administration envisions transforming the city's riverbanks into a vibrant "riverfront experience" zone, featuring an array of recreational and tourist attractions. However, this ambitious plan is drawing sharp criticism from environmental activists who argue it prioritizes beautification over addressing core ecological issues.
Tourism-Focused Infrastructure and Attractions
Standing committee chairman Shrinath Bhimale presented the detailed proposal on Tuesday, revealing that the project will be executed through a public-private partnership model. The centerpiece of the development is the Pune Sky Wheel, a large observation wheel inspired by London's iconic London Eye. This structure is intended to offer panoramic views of the city and river.
The comprehensive plan includes several other high-profile attractions designed to boost tourism and recreational activities:
- A state-of-the-art multimedia river show with light and sound displays
- An exhilarating zipline crossing the river
- Kayaking facilities for water sports enthusiasts
- A modern skywalk for pedestrian access and viewing
- A challenging climbing wall for adventure seekers
- A dedicated adventure zone with multiple activities
Environmental Concerns and Opposition
Environmental organizations and activists have raised serious objections to the riverfront development proposal. Shailaja Deshpande of Jiveet Nadi, a prominent river conservation organization, expressed strong reservations about the plan's focus. "The administration is focusing on beautification instead of tackling river pollution," Deshpande stated emphatically.
Conservationists argue that the project could have several negative environmental impacts:
- Accelerated concreting along riverbanks, which could disrupt natural ecosystems
- Increased encouragement of illegal encroachments on riverfront land
- Expansion of unauthorized hawking activities in the area

- Shivsrushti: A large-scale exhibition dedicated to the life of Chhatrapati Shivaji Maharaj, approved by the state government for development on 50 acres in Chandni Chowk
- Bharat Mandapam: A convention and exhibition facility inspired by the New Delhi structure, planned for Lohegaon
- Heritage Corridor: A pedestrian-friendly pathway connecting historical landmarks from Shaniwarwada to Mandai in central Pune
- City entry gates named after Chhatrapati Shivaji Maharaj, featuring themed lighting, landscaping, and cultural motifs

The budget outlines several other significant cultural development initiatives:
Redevelopment of the historic Balgandharva Rangmandir theater is planned to enhance its facilities and preserve its architectural heritage. The establishment of the Pune Kala Academy in Baner-Balewadi aims to create a dedicated space for performing arts and cultural education. An international-standard library in Kothrud is also proposed to support educational and literary activities.
Efforts to position Pune as the "Capital of Books" include funding allocations for memorials dedicated to prominent social reformers. These include memorials for Mahatma Jyotirao and Savitribai Phule at Bhidewada, and for Lahuji Vastad Salve at Sangamwadi. The administration has also committed to preserving sites linked to freedom fighters and social reformers throughout the city.
