The Andhra Pradesh government has taken a significant step in advancing the development of its capital region by appointing a seasoned administrator to lead a key agency. Retired Indian Administrative Service (IAS) officer Sonti Venkata Ratna Srinivas has been named the Managing Director of the Amaravati Growth and Infrastructure Corporation Limited (AGICL).

Official Appointment and Key Mandate

The appointment was formalized through a government order issued on December 16, 2025, by the Principal Secretary of Municipal Administration and Urban Development, S Suresh Kumar. Srinivas officially assumed his new role on Wednesday from his office located within the AP Capital Region Development Authority (APCRDA) building in Vijayawada.

AGICL functions as a Special Purpose Vehicle (SPV) specifically created to implement major development projects within the Amaravati capital region. The state order also delegates necessary powers to the corporation to ensure it can effectively execute its functions.

AGICL's Role in Amaravati's Development Ecosystem

This corporation marks the third agency established by the state government dedicated to building Amaravati. The existing APCRDA continues its role as the local planning and regulatory authority, while the Amaravati Development Corporation handles general infrastructure development.

AGICL has been constituted to focus on special and large-scale projects that require dedicated attention and resources. Registered under the Companies Act, 2013, its board is chaired by the Principal Secretary of the Municipal Administration department and includes five directors.

Broad Responsibilities and Powers of the Managing Director

According to the government order, the Managing Director, Sonti Venkata Ratna Srinivas, has been entrusted with extensive responsibilities. His primary duties include preparing detailed project reports for special initiatives based on the approved master plan, implementing these projects, and overseeing the operation and maintenance of city-level services with APCRDA's approval.

The order grants the MD significant authority to drive projects forward. He is empowered to select developers, contractors, and operators for various works. Financially, he can collect development charges, lease rentals, and user fees. Crucially, he is also authorised to mobilise financial resources from the market, supplementing government funding.

The corporation's mandate covers developing critical trunk infrastructure and providing essential urban services. This includes:

  • Transport systems
  • Power and water supply networks
  • Solid waste management
  • Information and Communication Technology (ICT) services

These projects may be executed directly or through public-private partnership (PPP) models. Furthermore, AGICL will play a facilitative role in developing social infrastructure, such as healthcare facilities, educational institutions, and sports and entertainment venues, aiming to create a holistic capital city.
