Mumbai, Delhi, and Noida Discoms Dominate India's Power Distribution Rankings

Power distribution companies in Mumbai, Delhi, and Noida have been recognized as the top performers for the fiscal year 2024-25, according to comprehensive surveys conducted by the Ministry of Power. The rankings highlight excellence in service delivery and operational efficiency among India's electricity utilities.

Top Performers in Distribution Utilities Ranking

Adani Electricity Mumbai Limited (AEML) secured the leading position, followed closely by Tata Power Delhi Distribution Limited (TPDDL) in the national capital. Noida Power Company Limited (NPCL) from Uttar Pradesh claimed the third spot, demonstrating strong performance in the competitive landscape.

Further down the list, Dakshini Gujarat Vij Company Limited and Brihanmumbai Electric Supply and Transport were placed fourth and fifth, respectively, rounding out the top tier of power distribution utilities in the country.

Excellence in Consumer Service Ratings

In the separate Consumer Service Rating of Discoms (CSRD) report, Delhi's power utilities continued their dominance. BSES Rajdhani, BSES Yamuna, and TPDDL maintained their top positions, showcasing consistent commitment to customer satisfaction.

Adani Electricity Mumbai Limited and Tata Power Company Limited (Maharashtra) followed closely, indicating that utilities from metropolitan areas are setting the benchmark for consumer service standards across the nation.

Comprehensive Evaluation Framework

Both reports were officially released on Friday at the prestigious Bharat Electricity Summit 2026. The Ministry of Power evaluated 66 out of the country's 76 state-run and private power discoms, with the remaining 10 utilities excluded for failing to submit required documentation.

The CSRD report employed a sophisticated grading system that categorized discoms into six distinct classes based on their responsiveness to customers. The evaluation focused on four critical parameters:

  • Operational reliability and system stability
  • Metering accuracy, billing transparency, and collection efficiency
  • Fault rectification speed and grievance redressal mechanisms
  • Connection services and other customer-facing operations

Detailed Performance Breakdown

The grading results revealed a generally positive performance landscape. Six discoms achieved the highest A+ category, while 21 utilities were rated in the A category, indicating strong overall service delivery. Twenty-seven discoms received B+ ratings, with ten placed in the B category.

Only one utility each was categorized as C+ and C, and notably, no discom fell into the lowest D category. This distribution suggests that most power distribution companies are meeting basic service standards while some are excelling significantly.

"This tiered grading system is designed to stimulate healthy competition and encourage continuous improvement in service quality across the sector," explained a government statement accompanying the reports.

Strategic Objectives and Evaluation Methodology

Officials emphasized that the CSRD report aims to develop comprehensive strategies for elevating consumer satisfaction while fostering cross-disciplinary learning among utilities. "The assessment examines a wide range of consumer-centric services, utilizes electricity rules' service standards to evaluate discoms across key operational areas, and monitors compliance with regulatory requirements," detailed a senior official involved in the survey process.

For the distribution utilities ranking, the Ministry employed a multi-dimensional evaluation framework that considered:

  3. Operational efficiency and technical performance
  4. Service delivery outcomes and customer impact

Historical Context and Performance Trends

The annual surveys incorporate historical performance data, providing context for current rankings. The reports specifically indicate where each discom stood in previous evaluations, whether their performance has improved over time, and how many positions these utilities have gained or lost compared to earlier surveys.

This longitudinal approach allows stakeholders to track progress, identify trends, and recognize utilities that demonstrate consistent improvement in service delivery and operational excellence.

The comprehensive rankings and ratings serve as important benchmarks for India's power distribution sector, highlighting best practices while identifying areas for improvement as the country continues to enhance its electricity infrastructure and service standards.
