Chief Secretary SP Goyal conducted a detailed review of the preparations for the upcoming Census-2027 on Wednesday, issuing critical directives to officials across Uttar Pradesh. The focus of the meeting was on enhancing accuracy through the promotion of self-enumeration by citizens, a key initiative aimed at improving data reliability.

Self-Enumeration Process and Timeline

Goyal emphasized that under the self-enumeration process, citizens will have the opportunity to enter their family details directly on a dedicated online portal. He instructed officials to launch extensive publicity campaigns to encourage widespread participation in filling out the online self-enumeration forms. "People should be encouraged to fill out the online self-enumeration form through extensive publicity," he stated, highlighting the importance of citizen engagement.

Director of Census Operations, Sheetal Verma, provided specific timelines for the process. Residents of Uttar Pradesh will be able to access and complete the self-enumeration forms between May 7 and May 21, 2026. This precedes Phase 1 of the census, which includes House Listing and the Housing Census, scheduled to be conducted from May 22 to June 20, 2026.

Training and Mapping Progress

The chief secretary mandated that the training of enumerators and supervisors must be completed before the commencement of Phase 1. He warned that strict action would be taken against any personnel found absent during the training sessions, underscoring the need for thorough preparation.

Regarding the logistical groundwork, Verma reported significant progress in mapping activities. Mapping work has been fully completed in 31 districts of Uttar Pradesh, while in 33 other districts, it has reached an advanced stage of 98% to 99.99% completion. This progress is crucial for ensuring a smooth and efficient census operation.

Additional Directives on Farmer Registry and Heat Action

During the review, Goyal also addressed the farmer registry, directing district magistrates to encourage farmers to register voluntarily. He explicitly stated that no one should be forced to register, emphasizing a respectful and non-coercive approach.

In light of the upcoming summer season, the chief secretary issued directives for all district magistrates to prepare a comprehensive Heat Action Plan at the district level. He instructed that water kiosks be set up at public places as required to provide relief from the heat. Additionally, Goyal called for a widespread public awareness campaign to educate citizens about the risks of heatwaves and the necessary preventive measures.
