In a significant push for digital governance and streamlined welfare delivery, the Uttar Pradesh government has set an ambitious target to bring all beneficiaries of Direct Benefit Transfer (DBT) schemes under the umbrella of its flagship Family ID initiative. The directive came during a high-level review meeting chaired by Chief Secretary SP Goyal in Lucknow on Friday.
Mandate for Universal Coverage and Data Integration
Chief Secretary SP Goyal issued clear instructions to ensure 100% coverage of DBT scheme beneficiaries under the Family ID database. He directed all state departments to seamlessly link their various schemes and services with this centralised system. Furthermore, departments have been ordered to regularly share and update their data at prescribed intervals to maintain an accurate and dynamic repository.
To create a comprehensive beneficiary network, the chief secretary also instructed concerned departments to proactively coordinate with respective central ministries and departments. The goal is to obtain data of state residents who are beneficiaries under Central Government schemes. This crucial data flow will be managed through the Chief Secretary's office and must be integrated into the Family ID database, ensuring no eligible family is left out.
Linking Potential Beneficiaries to Schemes
The review meeting highlighted the proactive use of the Family ID database. Officials revealed that potential beneficiaries for various government schemes have already been identified using the database's analytics. Chief Secretary Goyal emphasised that these identified families and individuals must be connected to the relevant schemes on a priority basis, transforming data into actionable welfare support.
Demonstration of Family e-Passbook
During the meeting, Principal Secretary of Planning, Alok Kumar, delivered a detailed presentation on the progress and scope of the Family ID scheme, officially known as 'Ek Parivar Ek Pehchan'. A live demonstration of the 'Family e-Passbook' was also conducted.
This digital passbook is designed to be a one-stop window for citizens. It will allow families to view not only the information about government schemes and services currently being availed by their members but also provide insights into other schemes and services they are eligible for, all based on the consolidated Family ID database. This feature aims to promote transparency and ensure families can claim all benefits due to them.
The state government's aggressive push for integration underscores its commitment to creating a unified, efficient, and leak-proof welfare delivery system. By mandating the convergence of all state and central scheme data, Uttar Pradesh aims to eliminate duplication, streamline processes, and ensure that benefits reach every intended household seamlessly through the Family ID platform.
