Uttar Pradesh Government Empowers Villages with Full Water Coverage
The Uttar Pradesh state government has announced a significant policy shift regarding rural water management. In a landmark decision, the administration will transfer operational control of water supply systems to more than 22,000 villages that have achieved complete saturation in household tap water connections.
'Jal Mahotsav' to Launch 'Jal Arpan' Initiative
To formally recognize and implement this transition, the government will organize a 'Jal Mahotsav' (Water Festival) program scheduled from March 8 to March 22. During this period, these qualifying villages will be officially declared as 'Jal Arpan' (Water Offering) villages. This designation grants them the authority to independently manage their local water supply infrastructure.
The inauguration ceremony for this program will be led by Jal Shakti Minister Swatantra Dev Singh. The event is set to take place on Sunday at the Husainabad Dulahapur Gram Panchayat, located in the Gosainganj area of Lucknow.
Structured Transition with Agency Support
While village communities will assume management responsibilities, the existing executing agencies responsible for establishing the water supply networks will not immediately withdraw. These agencies have been mandated to continue handling critical operational, maintenance, and water quality monitoring functions for a transitional period of the next ten years.
This phased approach ensures technical support and oversight remains in place as villages build their capacity for self-governance of this essential utility.
