Bihar's Valmiki Nagar Airport Set for Major Transformation with Rs 38.64 Crore Development Project
In a significant boost to regional aviation infrastructure, the Airports Authority of India (AAI) has issued an Engineering, Procurement, and Construction (EPC) e-tender for the comprehensive development and upgrade of Valmiki Nagar Airport in West Champaran district. Deputy Chief Minister Samrat Choudhary announced this pivotal move on Tuesday, marking a crucial step towards revitalizing long-dormant aviation assets in Bihar.
Project Details and Timeline
The ambitious project, valued at Rs 38.64 crore, is scheduled for completion within 11 months. The scope of work encompasses multiple critical infrastructure components designed to bring the airport up to modern operational standards.
- Construction of a prefabricated steel structure terminal building
- Development of a pre-engineered Air Traffic Control (ATC) tower
- Establishment of a modern fire station
- Implementation of associated infrastructure enhancements
Once completed, the upgraded facility will be capable of handling Code-2B category aircraft operations, representing a substantial leap from its current limited functionality.
Strategic Importance for North Bihar
Deputy CM Choudhary emphasized that this development represents a significant step towards improving air links for multiple districts including Bettiah, Motihari, Gopalganj, and other parts of north Bihar, including border regions adjacent to Nepal. "The development of Valmiki Nagar Airport will be a big step to increase air connectivity in north Bihar and border areas," he stated.
The project is expected to deliver multiple benefits to the region:
- Enhanced tourism, particularly eco-tourism linked to the nearby Valmiki Tiger Reserve
- Improved trade facilitation through better transportation infrastructure
- Economic stimulation across various sectors in the region
- Reduced reliance on major aviation hubs like Patna
Historical Context and Recent Progress
Valmiki Nagar Airport has a unique historical background, having been originally constructed in 1964 during the Gandak Barrage project and inaugurated by then Prime Minister Jawaharlal Nehru. Despite its promising beginnings, the facility has primarily functioned as a helipad for VIPs rather than a commercial airport, remaining largely inactive for public flights for decades.
Recent progress under the Centre's UDAN (Ude Desh ka Aam Nagrik) scheme has included:
- Preparation of a detailed master plan by AAI
- Comprehensive site inspections and soil testing
- Identification of approximately 12 acres of additional land for acquisition in the Bagaha-II block
- Planning for runway extension and expansion
The existing runway currently measures 1,300 metres in length, with expansion plans aimed at accommodating regional aircraft operations.
Broader Aviation Development Strategy
This tender forms part of a comprehensive agreement between the Bihar government and AAI, formalized through a Memorandum of Understanding (MoU) in 2025. The broader initiative targets the development of six regional airports across the state:
- Muzaffarpur
- Madhubani
- Saharsa
- Munger
- Birpur (Supaul)
- Valmiki Nagar
An initial allocation of Rs 150 crore (Rs 25 crore per site) was sanctioned in the first phase to support these development efforts. The projects collectively aim to enable operations with smaller regional aircraft, such as 19-seaters, initially connecting underserved areas and creating a more distributed aviation network within Bihar.
This development follows closely on the heels of another significant aviation infrastructure project in the state - a recent tender worth Rs 43.13 crore issued by AAI for the construction of the runway and related airside facilities at Muzaffarpur airport. Together, these initiatives represent a coordinated push to enhance basic aviation infrastructure and air connectivity across Bihar, supporting both economic growth and improved accessibility for residents in previously underserved regions.
