Amit Shah to Launch India's First CBDC-Based Public Distribution System in Gujarat

Union Home Minister Amit Shah is set to inaugurate India's inaugural Central Bank Digital Currency-based Public Distribution System in Gandhinagar on Sunday. This landmark initiative represents a significant advancement in the digitization of subsidy delivery mechanisms within Gujarat.

Digital Transformation of Subsidy Distribution

The innovative system, implemented by Gujarat's Food, Civil Supplies and Consumer Affairs Department, facilitates direct subsidy transfers through an RBI-authorized CBDC platform. Developed by Punjab National Bank, this platform will credit beneficiaries' digital wallets with specific tokens that detail the commodity type, quantity, and subsidized price.

During the pilot phase, the program has already enrolled 26,333 families across multiple regions including:

  • The Sabarmati zone of Ahmedabad
  • Surat district
  • Anand district
  • Valsad district

Dual Authentication Methods for All Users

The system accommodates both smartphone and feature phone users through distinct verification processes:

  1. Smartphone users can authenticate transactions using QR code scanning technology
  2. Feature phone users will receive one-time passwords via Aadhaar-based verification systems

High-Profile Launch Event

The inauguration ceremony will witness participation from several prominent political figures:

  • Chief Minister Bhupendra Patel
  • Union Minister Pralhad Joshi
  • Deputy Chief Minister Harsh Sanghavi

Additional Food Security Initiatives

Concurrently with the CBDC-PDS launch, the Gujarat government will implement several complementary food distribution enhancements:

Standardized Packaging Implementation: The state will begin distributing 'tur' (pigeon pea) and 'chana' (chickpea) in standardized 1kg sealed packages to National Food Security Act beneficiaries, replacing the traditional loose grain distribution method to ensure consistent quality control.

Automated Grain Dispensing Technology: An innovative 'Annapurti Grain ATM' capable of dispensing up to 25kg of grain within just 35 seconds will be officially launched in the Sabarmati region, significantly reducing distribution time and improving efficiency.

Consumer Protection Partnerships

The government will formalize strategic collaborations through Memorandums of Understanding with two key organizations:

  • CARE Ratings to develop and implement a Consumer Responsibility Index
  • Consumer Education and Research Centre to establish a pre-litigation conciliation mechanism for expedited dispute resolution
