Bihar Clinches Top National Position for Ayushman Bharat Digital Mission Implementation

In a significant achievement for digital healthcare transformation, Bihar has been awarded first place nationally for the most effective implementation of the Ayushman Bharat Digital Mission (ABDM) across all government health institutions. This recognition was presented during the concluding session of the two-day Chintan Shivir held in Bhubaneswar, organized by the National Health Authority on January 19 and 20.

BHAVYA System: The Backbone of Bihar's Digital Health Success

State health secretary Lokesh Kumar Singh revealed that the department launched a customized health management information system called BHAVYA (Bihar Health Applications Visionary Yojna For All) in 2023 under the Chief Minister Digital Health Scheme. "This vision was prepared by then principal secretary of health department, Pratyaya Amrit, under the direction of the CM and the guidance of health minister Mangal Pandey," Singh explained.

He further elaborated that "the BHAVYA system has been successfully implemented in all 594 government health institutions in the state, from district hospitals to primary health centres." This comprehensive implementation has created a seamless digital infrastructure spanning the entire healthcare network.

Strategic Implementation and Capacity Building

Singh emphasized that extensive capacity building of health workers was conducted before the system's implementation, ensuring smooth adoption across all levels. Continuous real-time monitoring from district to block level has been established, resulting in a well-organized and effective paperless health system in government facilities.

The state's approach focused on:

  • Comprehensive training programs for healthcare professionals
  • Real-time monitoring mechanisms at multiple administrative levels
  • Systematic digital transformation of all health records
  • Seamless integration across different healthcare facilities

Remarkable Digital Health Achievements

Highlighting key achievements under ABDM, Singh reported that 5.21 crore tokens have been generated so far, facilitating efficient patient management. Additionally, IDs of over six crore patients have been created, establishing a comprehensive digital health database for the state.

Bihar's digital health accomplishments extend beyond the top ranking for ABDM implementation. The state also secured fourth place nationally for preparing 6.2 crore Electronic Health Records (EHRs), demonstrating exceptional progress in digitizing medical documentation.

National and International Recognition

The state's innovative approach to digital healthcare has received both national and international acknowledgment. Bihar was honored with the Innovation Award at the Global Digital Health Summit 2024, recognizing its pioneering efforts in transforming healthcare delivery through technology.

This recognition underscores Bihar's commitment to:

  1. Enhancing healthcare accessibility through digital means
  2. Improving patient care coordination across facilities
  3. Creating sustainable digital health infrastructure
  4. Setting benchmarks for other states to follow

The successful implementation of ABDM in Bihar represents a significant milestone in India's journey toward universal digital health coverage, with the state emerging as a model for effective digital transformation in the healthcare sector.
