Union Budget 2026 Unveils Major Upskilling Initiative for Tourist Guides

In a significant move aimed at boosting India's tourism sector, Finance Minister Nirmala Sitharaman, during the Union Budget presentation on Sunday, announced a comprehensive scheme to upskill 10,000 tourist guides across 20 major tourist destinations. This initiative is expected to particularly benefit heritage-rich hubs like Chhatrapati Sambhajinagar, which annually attract large numbers of both domestic and international visitors.

As outlined in the Budget, the scheme envisions a standardized, high-quality 12-week training program to be conducted in a hybrid mode. This approach combines online modules with practical, field-based learning experiences. The course is set to be implemented in collaboration with an Indian Institute of Management (IIM), focusing on professionalizing guiding services, upgrading essential skills, and ultimately improving the overall tourist experience at prominent destinations nationwide.

Tourism officials have highlighted that this initiative forms a crucial part of the Centre's broader strategy to position tourism as a key engine for employment generation and local economic growth. By ensuring uniform training standards, the government aims to equip tourist guides with enhanced historical knowledge, superior communication skills, effective visitor management techniques, and exposure to global best practices in the industry.

Impact on Chhatrapati Sambhajinagar

Chhatrapati Sambhajinagar, often hailed as the tourism capital of Maharashtra, is widely regarded as a natural beneficiary of this scheme. The district holds the unique distinction of being the only one in the country to boast two UNESCO World Heritage Sites—the magnificent Ajanta and Ellora caves. These sites collectively draw lakhs of visitors each year. Additionally, the city is home to several other major attractions, including:

  • Bibi ka Maqbara, frequently referred to as the ‘Taj of the Deccan’
  • The historic 17th-century Panchakki water mill
  • Remnants of its ancient fortifications, which once featured 52 city gates

Local Reactions and Concerns

Welcoming the Budget announcement, Tajinder Singh Gulati, secretary of the Aurangabad Tourist Guide Welfare Association, noted that the city currently has a limited pool of licensed guides. "Currently, there are about 50 guides, and of them, 35 are active. If we get another 50 trained guides, it will be adequate to cater to the tourists. We expect that the training will hone skills and upgrade knowledge," Gulati stated.

However, some guides have urged the government to adopt a calibrated approach during implementation. Syed Hasan, a senior tourist guide, emphasized that authorities should first assess the actual requirement of guides at individual destinations. "Government should first carry out a survey and draw a conclusion on the required number of guides at each of the cities with tourism centres. Having an excess number of tourist guides will hamper the profession," Hasan cautioned.

He also stressed the need to support existing guides, particularly during lean periods. "Moreover, government should draw up a plan to train the existing guides and help them make ends meet during the off-season, when there is barely any earning," he added.

Tourism experts believe that if implemented with proper planning, this upskilling program could significantly enhance the quality of guided tours and strengthen the city's appeal on the global tourism map. Detailed guidelines regarding site selection, enrolment procedures, and timelines are expected to be announced in the coming months, according to a senior official from the tourism department.
