Goa Government Unveils Major Public Transport Overhaul in Budget 2024
In a significant move to modernize public transport infrastructure, Goa Chief Minister Pramod Sawant announced a comprehensive plan during his budget speech in Porvorim. The centerpiece of this initiative is the redevelopment of three key bus terminals—Margao, Mapusa, and Vasco—under the public-private partnership (PPP) model, with an estimated investment of Rs 745 crore slated for this year.
Activists Raise Concerns Over Commercialization of Bus Stands
Road safety activist Roland Martins, who has led joint inspections at various bus stands to highlight violations, expressed cautious optimism about the proposals. "The proposals need to be in the public domain since PPP would result in people looking only at real estate value at the terminals," Martins emphasized. He stressed that the primary focus should remain on commuter accessibility rather than commercial gains.
"The bus stands need to be devoid of markets, malls, flyovers, or anything that can cause congestion. The focus should be on building a bus stand that is easily accessible to senior citizens, the disabled, and other commuters," Martins added, urging the government to prioritize functionality over profitability.
Expanding and Modernizing Goa's Public Transport Fleet
Beyond terminal redevelopment, the Goa government has outlined ambitious plans to strengthen the Kadamba Transport Corporation (KTC) fleet. A total of 137 new buses will be procured in the current financial year, supported by an allocation of Rs 258 crore aimed at enhancing public transport facilities across the state.
In a push toward sustainable transportation, Chief Minister Sawant also proposed the introduction of electric buses and e-rickshaws in industrial estates. This green initiative aligns with broader environmental goals and aims to reduce carbon emissions from public transit.
Boosting River Transport with Significant Funding
The budget allocates a substantial Rs 86 crore to the river navigation department, with Rs 75.5 crore designated for revenue expenditure and Rs 10.5 crore for capital expenditure. This investment is expected to improve river transport services, offering an alternative mode of travel and boosting connectivity in Goa's waterways.
Call for Inclusive Planning and Transparency
Roland Martins further advised the government to adopt a more inclusive approach in infrastructure development. "Govt shouldn’t wait to see audit reports; instead, take all people into confidence — police, public, and tourists — before bringing up infrastructure," he stated. This call for transparency and stakeholder engagement underscores the need for collaborative planning to ensure that redevelopment projects truly serve the public interest.
