Centre Doubles Free LPG Cylinder Allocation for Migrant Workers Across India
In a significant move to enhance fuel accessibility for migrant populations, the Government of India has announced a doubling of the allocation for 5-kg Free Trade LPG (FTL) cylinders to all states. This initiative, detailed in a notification issued by the Ministry of Petroleum and Natural Gas late Monday, aims to streamline the distribution of cooking fuel to vulnerable groups, including laborers, students, and daily wage earners.
Expanded Supply Based on Recent Demand Metrics
The decision to increase the daily quantity of 5-kg FTL cylinders is grounded in data from early March 2026. According to the ministry, the allocation is being doubled based on the average daily supply to migrant laborers recorded between March 2 and March 3, 2026, which exceeded the previously set limit of 20%. This adjustment ensures that states receive enhanced resources to meet the growing needs of migrant communities.
The notification explicitly states: "It is conveyed that the daily quantity of 5kg FTL cylinder in each State available for disbursal to migrant laborers is being doubled based on average daily supply (of cylinders) to migrant laborers during 2nd - 3rd March 2026 beyond limit of 20% mentioned in Para 2(a) of letter of 21.3.2026."
Streamlined Distribution and Eligibility Criteria
Under this enhanced scheme, the 5-kg cylinders will be made available to state governments and their Food and Civil Supplies Departments. These entities will oversee the distribution process, with support from oil marketing companies (OMCs), to ensure that the cylinders reach migrant laborers exclusively. This step follows recent relaxations in norms, including the removal of address proof requirements, which now allow individuals to obtain cylinders with just a valid ID card and a self-declaration.
The self-declaration must confirm the individual's place of residence and assure that the cylinder will be used solely for cooking purposes. This provision extends to migrant students and professionals who lack an existing LPG connection, broadening the reach of the initiative.
Industry Support and Broader Context
Chandra Prakash, President of the All India LPG Distributors Federation, praised the move as "a good gesture" aimed at supporting vulnerable sections. He emphasized that FTL connections are now accessible to needy migrant workers, maids, daily-wage laborers, students, and professionals who face challenges due to a lack of permanent addresses. Prakash highlighted that these individuals can approach the nearest LPG distributor with the required documentation, bypassing bureaucratic hurdles.
He further clarified that the facility is strictly intended for domestic use and not for commercial customers, ensuring that the benefits are directed toward genuine household needs.

The ministry has framed this initiative as part of broader efforts to ensure uninterrupted availability of petroleum products and LPG across India. This is particularly crucial amid the evolving conflict in West Asia, which has strained global oil supplies. The government has repeatedly assured the public of adequate energy reserves and urged consumers to avoid panic buying.
These developments occur against a backdrop of global energy tensions, notably due to the Middle East crisis that began on February 28, when US and Israel launched joint strikes on Iran. In response, Tehran restricted the Strait of Hormuz, a vital pipeline that carries approximately 20% of the world's energy supplies, highlighting the importance of domestic fuel security measures.
By doubling the allocation and simplifying access, the Centre aims to provide reliable cooking fuel to migrant workers, reinforcing social welfare and energy stability in challenging times.
