Government Proposes Incentive-Based LPG Allocation Boost for States

The Indian government on Wednesday unveiled a proposal to increase the allocation of commercial liquefied petroleum gas (LPG) cylinders to 30% of the average requirement for states that actively encourage a transition to piped natural gas (PNG). This strategic move aims to optimize energy distribution and address supply constraints in the commercial sector.

Incentivizing the Shift to Piped Natural Gas

The proposed "incentive" mechanism indicates that some domestic consumers have already switched to piped gas, thereby freeing up LPG capacity that can now be redirected to restaurants and other commercial users. However, officials described the overall LPG supply situation as "worrisome," highlighting the need for efficient resource management.

Sujata Sharma, joint secretary in the petroleum ministry, reported that domestic production of LPG was ramped up by 40% on Tuesday, providing a temporary relief to the strained supply chain. This production boost is part of broader efforts to stabilize the energy market.

Challenges in Pipeline Infrastructure Development

Following numerous complaints from city gas distribution companies about exorbitant digging charges and lease rents imposed by local bodies for laying gas pipelines, petroleum secretary Neeraj Mittal has written to state governments urging them to relax these norms. Mittal emphasized that against a target of 12.6 crore PNG connections, only 1.6 crore are currently functional, underscoring the slow progress in infrastructure development.

The government's proposal seeks to:

  • Reward states that promote PNG adoption with higher commercial LPG allocations.
  • Address the pressing needs of commercial establishments reliant on LPG.
  • Encourage faster rollout of piped gas infrastructure across the country.

This initiative reflects a dual focus on both immediate supply solutions and long-term energy transition goals, aiming to balance domestic and commercial demands while advancing India's clean energy agenda.
