Haryana Chief Minister Announces Public-Driven Budget Preparation Process
In a significant move toward participatory governance, Haryana Chief Minister Nayab Singh Saini declared on Thursday that the state's upcoming budget will be crafted with active public involvement. This initiative aims to ensure the financial document genuinely mirrors the aspirations and needs of Haryana's common citizens, marking a departure from traditional top-down budgetary processes.
Pre-Budget Consultation Meeting at Kurukshetra University
Addressing a pre-budget consultation gathering at the senate hall of Kurukshetra University, CM Saini emphasized that suggestions are being actively solicited from every segment of society. He stated that sincere efforts will be made to meaningfully incorporate public opinion into the budget, with all received inputs undergoing thorough examination by officers and subject experts. The chief minister underscored that the budget will be drafted with public welfare as its central focus, ensuring it serves the broader interests of the state's population.
Engagement with Diverse Organizations
Prior to the formal meeting, CM Saini held detailed discussions and sought budgetary suggestions from office-bearers of numerous prominent organizations. These included:
- Bharatiya Kisan Sangh
- Bharatiya Mazdoor Sangh
- Swadeshi Jagran Manch
- Akhil Bharatiya Vidyarthi Parishad (ABVP)
- Vidya Bharati
- Adhivakta Parishad
- Vishwa Hindu Parishad (VHP)
- Krida Bharati
- Various other civil society groups
The chief minister interacted individually with representatives from each organization regarding the budget being prepared for Haryana this financial year, demonstrating a hands-on approach to gathering diverse perspectives.
A Budget for All Citizens
Saini articulated that this budget does not belong to any single government or electoral agenda. Instead, it represents the collective aspirations of Haryana's 2.8 crore citizens, developed under the leadership of Prime Minister Narendra Modi. The government's primary objective, he explained, is to ensure participation from all societal sections and to present a balanced budget that accelerates the state's holistic development across various sectors.
Describing the pre-budget consultation process as a robust and meaningful democratic exercise, the chief minister expressed confidence that a budget prepared through such widespread public participation will play a crucial role in transforming Haryana into a self-reliant, empowered, and developed state.
Action Taken on Previous Suggestions
During the meeting, Hina Bindlish, OSD to the chief principal secretary to the CM, presented a detailed action taken report related to earlier pre-budget consultations. She highlighted that suggestions received in previous years were taken seriously by the government and incorporated into past budgets, with positive outcomes now visible at the grassroots level across Haryana.
Bindlish further elaborated on specific implementations, noting that incubation centers are being established statewide, several start-up-related suggestions have already been executed, and work is actively underway on proposals aimed at employment generation. She assured that all practical, welfare-oriented, and development-focused suggestions are being implemented in a phased manner, ensuring systematic progress toward the state's economic and social goals.
This comprehensive approach underscores the Haryana government's commitment to transparent, inclusive, and responsive fiscal planning, setting a precedent for participatory democracy in budget formulation.
