Haryana Chief Minister Announces Comprehensive Reforms for Transparent Crop Procurement System
Haryana Chief Minister Nayab Singh Saini, during his visit to the Babain grain market in Kurukshetra on Saturday, unveiled a series of groundbreaking initiatives designed to revolutionize the state's crop procurement process. The reforms aim to establish unprecedented levels of transparency, security, and convenience for farmers across the state.
Three-Tier Verification System and Enhanced Accountability Measures
The CM emphasized that the government has implemented a mandatory three-tier crop verification system to ensure that the produce brought to mandis perfectly matches the crops registered by farmers. This system has already shown significant improvements in the accuracy and reliability of procurement operations.
Extensive administrative reforms include the appointment of nodal officers at each mandi and the assignment of senior officials to monitor operations at the district level. Deputy commissioners have been made directly responsible for overseeing procurement arrangements, while ministers and MLAs are conducting regular visits to mandis to ensure smooth functioning.
Technology-Driven Innovations for Farmer Convenience
Highlighting the technological advancements, CM Saini announced that Aadhaar-based biometric verification has been made mandatory to confirm farmers' identities. To accommodate various situations, the system allows up to three nominated individuals to complete biometric verification on behalf of farmers when necessary.
For improved traceability and accountability, recording vehicle numbers and photographs of vehicles and loads has been made compulsory while issuing entry gate passes. However, recognizing practical challenges, the CM noted that in cases where vehicle numbers are unavailable—such as with very old or new vehicles—gate passes can now be issued based solely on vehicle photographs.
Direct Benefit Transfer and Geo-Fencing Implementation
Farmers are receiving Rs 2,585 per quintal—the Minimum Support Price (MSP) for wheat—through Direct Benefit Transfer (DBT) directly into their bank accounts, ensuring timely and transparent payments. Wheat procurement has been ongoing since April 1 across the state.
In a significant security enhancement, all mandis and warehouses have been brought under geo-fencing to strengthen location-based monitoring and prevent unauthorized activities. This technological measure provides an additional layer of protection for both farmers and government resources.
Addressing Recent Crop Damage Through Dedicated Portal
Addressing recent weather-related challenges, CM Saini reported that rainfall on April 6, 7, and 8 affected crops in parts of Kurukshetra, Hisar, Sirsa, and Fatehabad districts. The government has opened a dedicated portal for farmers in these districts to report losses and seek compensation.
The affected areas include six villages in Kurukshetra, nine in Fatehabad, 10 in Hisar, and two in Sirsa, with further action being initiated in other impacted regions. This responsive measure demonstrates the government's commitment to supporting farmers during unforeseen circumstances.
During his visit to Babain mandi, CM Saini was accompanied by his wife and Haryana State Child Welfare Council Vice-Chairperson Suman Saini. He was welcomed by Kurukshetra Deputy Commissioner Vishram Kumar Meena and other officials. The CM actively interacted with farmers to understand their experiences regarding bringing crops to the mandi, selling procedures, and payment systems.
Reaffirming the government's unwavering commitment, CM Saini declared that every grain produced by farmers will be procured with full transparency and accountability. These comprehensive reforms represent a significant step forward in creating a more efficient, secure, and farmer-friendly agricultural procurement system in Haryana.
