Maharashtra Announces Subsidized Rooftop Solar Rate for BPL & EWS Consumers

The Maharashtra State Electricity Distribution Company Limited (MSEDCL) has unveiled a subsidized pricing structure for rooftop solar systems specifically targeting Below Poverty Line (BPL) and Economically Weaker Section (EWS) category consumers. Under the Swayampurna Maharashtra Residential Roof Top Solar Scheme (SMART), the system is priced at Rs45,450 per kilowatt, making renewable energy more accessible to low-income households.

Targeted Benefits for Low Consumption Consumers

This initiative is aimed at consumers in the BPL and EWS categories who typically consume fewer than 100 units of electricity per month. Historically, MSEDCL has provided free single-phase connections to these groups, requiring only monthly tariff payments. However, issues arose when some consumers exceeded usage limits, leading to connection upgrades or disconnections due to unpaid dues.

The new scheme addresses these challenges by offering a structured financial model. Consumers will receive a subsidy of Rs30,000 through the PM Suryaghar Yojana, reducing their out-of-pocket expense to just Rs15,450 for a one-kilowatt rooftop solar unit.

How the New System Works

According to a senior MSEDCL officer, consumers will pay Rs15,450 directly to the rooftop solar panel provider under a formal agreement. The installed system is expected to generate up to 120 units of power monthly, which consumers can use for free. Any excess electricity produced can be sold back to the power company through a net metering system connected to the grid.

The base rate of Rs45,450, announced during a recent meeting at MSEDCL headquarters, covers all necessary components for electricity production, import and export of power, and safety measures. Contractors working on behalf of MSEDCL will handle the installation process.

Statewide Impact and Future Prospects

The officer further highlighted that an estimated 5 lakh consumers across Maharashtra are projected to benefit from this scheme. By finalizing this base rate for EWS and BPL consumers, MSEDCL ensures that connections are provided at the predetermined contractual amount, with consumers only responsible for their share of the cost.

This move not only promotes sustainable energy adoption but also supports financial inclusion by easing the burden on economically disadvantaged households. The integration of subsidies and grid connectivity aims to create a more stable and efficient energy ecosystem for the state's most vulnerable populations.
