Nashik Gram Panchayats Directed to Install Solar Power Systems

In a significant move towards sustainable energy, select gram panchayats in Nashik district have been instructed to install solar power systems at key public institutions. This initiative targets offices, schools, anganwadis, and other installations, utilizing funds specifically allocated to them under a central government scheme.

Utilization of Central Finance Commission Funds

According to senior officials from the Nashik Zilla Parishad (ZP), the project is being funded through resources available at the district level under the 15th Central Finance Commission. These funds are earmarked for installing solar power systems across various village establishments within the Nashik ZP jurisdiction.

The installations will cover schools, anganwadis, Gram Panchayat offices, and public water supply systems, aiming to enhance energy independence and reduce operational costs.

Empowering Panchayats for Financial Sustainability

Varsha Phadol, the deputy CEO of Nashik ZP, emphasized that this initiative is part of a broader effort to make these institutions financially capable. "Besides, the gram panchayats will be allowed to install these projects as part of making these institutions financially capable and also contribute to capacity building," she stated.

Initially, the Nashik ZP has decided to permit gram panchayats participating in the Mukhyamantri Samruddha Panchayat Raj Abhiyan across all 15 talukas to proceed with the installations.

Decentralized Implementation Without Contractors

A senior officer in Nashik explained that the works are being allocated by a district-level work allocation committee. "The works are being allocated to the gram panchayats by the district-level work allocation committee for procuring solar power systems based on the availability of funds and their specific requirements," the officer said.

Once allocated, the gram panchayats will execute the work themselves, with no involvement of contractors from the ZP. This decentralized approach ensures local ownership and efficient use of resources.

Flexibility and Self-Contribution Options

Gram panchayats have been given the flexibility to increase the size of their solar systems if needed. However, any additional costs beyond the allocated funds must be collected from villagers as 'self-contribution'. This provision allows communities to tailor the systems to their specific energy needs while fostering local participation.

Benefits: Reduced Dependency and Fund Diversion

The officer highlighted the long-term benefits, noting that this initiative will cut down their dependency on conventional power sources. With the reduction or elimination of monthly electricity bills for public buildings, gram panchayats can redirect those funds towards other critical local development projects.

This move not only promotes renewable energy but also strengthens the financial autonomy of rural institutions, supporting sustainable growth in the Nashik region.
