In a significant move towards women's empowerment, Punjab Chief Minister Bhagwant Mann officially announced the rollout of the much-anticipated 'Mawan Dheeyan Satkar Yojna' on Tuesday. The announcement was made during a state-level function in Adampur, Jalandhar district, held to commemorate the birth anniversary of Dr. B.R. Ambedkar.

Scheme Details and Financial Assistance

The scheme provides monthly financial assistance to women across Punjab. Specifically:

  • Women from the general category will receive Rs 1,000 per month.
  • Women from scheduled castes (SC) will receive Rs 1,500 per month.

Chief Minister Mann described the initiative as a "true tribute" to Dr. Ambedkar's vision of social justice and equality. He emphasized that the scheme is designed with a near-universal eligibility framework, covering all women aged 18 years and above, subject only to limited exclusion criteria. This approach is expected to benefit more than 97% of women in the state, positioning it as one of the most comprehensive women-centric social protection programs in the country.

Registration Process and Timeline

Registrations for the scheme are set to commence on a pilot basis starting Wednesday in nine selected assembly constituencies. These constituencies are:

  1. Adampur
  2. Malout
  3. Anandpur Sahib
  4. Dirba
  5. Sunam
  6. Moga
  7. Kotkapura
  8. Batala
  9. Patiala Rural

The registration process will then be expanded to cover the remaining 108 constituencies across Punjab from May 15. Importantly, the Chief Minister clarified that there is no deadline for registration, and delayed registration will not affect benefits. Women who register even by the end of September will receive full payment arrears for July, August, and September.

Documentation and Support Infrastructure

To streamline the registration process, the state government has established an extensive support network. Required documents include:

  • Aadhaar card with a Punjab address
  • Voter ID from Punjab
  • Bank passbook
  • SC certificate for women seeking the higher Rs 1,500 benefit (though SC women can initially register without it and receive Rs 1,000, with the additional Rs 500 paid upon certificate submission)

The government has earmarked more than 26,000 registration centres, including all anganwadi centres, sewa kendras, and municipal offices in urban areas. Additionally, dedicated 'Mahila Satkar Sakhis' in every village and ward will provide door-to-door assistance to help beneficiaries complete documentation.

Budget and Political Context

A substantial sum of Rs 9,300 crore has been sanctioned for the scheme in the state budget for 2026-27. During the announcement, Chief Minister Mann also launched a political attack, accusing the Congress and Shiromani Akali Dal (SAD) of neglecting the poor and denying education to weaker sections. He stated, "Keeping underprivileged communities uneducated was a deliberate political choice that crushed generations," while asserting that his government prioritizes education and women's empowerment in alignment with Ambedkar's vision.

Mann further emphasized that while concessions are important, education remains the key to lifting people out of poverty, and the Aam Aadmi Party (AAP) government is committed to ensuring dignity and equal opportunity for all citizens.
