SMC Guidelines 2026 to Be Launched on May 6

The Ministry of Education will launch the School Management Committee (SMC) Guidelines 2026 on May 6, marking a significant step towards strengthening grassroots school governance. The announcement was made via a post on X, where the ministry stated that the revised guidelines align with the National Education Policy 2020 (NEP 2020) and aim to enhance participatory and inclusive approaches in education.

Key Highlights of SMC Guidelines 2026

The revised guidelines are designed to empower local communities and parents in school functioning. The ministry emphasized the role of parents and local communities, urging greater participation in School Management Committees (SMCs). These committees serve as a bridge between schools and communities, ensuring accountability and transparency.

What Are School Management Committees?

School Management Committees are local-level bodies formed in government and aided schools. They bring together parents, teachers, and community members to participate in school governance. Mandated under the Right to Education (RTE) Act, 2009, SMCs are responsible for preparing school development plans, monitoring fund utilization, and tracking infrastructure and learning conditions. At least 75% of SMC members must be parents or guardians to prioritize community involvement.

Alignment with NEP 2020

The National Education Policy 2020 emphasizes decentralized and community-driven school governance. While SMCs were introduced under the RTE Act, NEP 2020 strengthens their role, ensuring schools are not run in isolation but remain accountable to the communities they serve. The policy stresses that parents and local communities must have a stronger voice in decision-making.

Background of NEP 2020

The National Education Policy 2020 is India's current education policy framework, replacing the 1986 policy. It aims to make education more flexible, inclusive, and skill-oriented. NEP 2020 reinforces the principles of participatory governance and community engagement in schools.

The launch of SMC Guidelines 2026 is expected to further these objectives, promoting greater transparency and community involvement in school management across the country.
