Centre Empowers States with Decentralized Agricultural Policymaking Authority
In a significant departure from centralized agricultural planning, Union Agriculture Minister Shivraj Singh Chouhan declared on Tuesday that the Central Government will permit individual states to develop and implement farm strategies aligned with their unique agro-climatic realities. This move effectively abandons the traditional one-size-fits-all approach to agricultural policy.
Regional Conference Unveils New Policy Direction
Speaking at the Western Regional Agriculture Conference in Jaipur, Minister Chouhan emphasized the diversity of India's agricultural landscape. "Every state possesses distinct geographical and agricultural conditions," he stated. "We have no intention of imposing uniform schemes. Instead, states will enjoy the flexibility to select and adapt policies that prove most effective for their specific circumstances."
Agro-Climatic Zoning and State-Specific Roadmaps
The minister outlined a comprehensive framework where India will be segmented into various agro-climatic zones. Each state will subsequently create detailed roadmaps to guide critical aspects of agriculture, including crop planning, productivity enhancement, and optimal resource utilization. This data-driven methodology aims to replace blanket national directives with localized, evidence-based strategies.
Nationwide Farmer ID System as Central Reform
A cornerstone reform highlighted during the conference is the imminent rollout of a nationwide Farmer ID system. Chouhan described this digital initiative as "the backbone of future agricultural service delivery." He explained that all government benefits—ranging from subsidized fertilizers and seeds to crop insurance and compensation payments—will be seamlessly linked to this unique identification.
"This integration is designed to guarantee transparency, accuracy, and efficiency in benefit distribution," Chouhan noted, adding that the system is expected to significantly reduce leakages and curb black-marketing activities. The government has set an ambitious target to complete farmer enrollment within the coming months.
Focus on Oilseeds and Pulses Production
On the production front, the minister reported substantial progress in the oilseeds sector, with output reaching record levels and productivity showing marked improvement. A dedicated financial outlay exceeding Rs 10,000 crore has been allocated to expand cultivation area, enhance yields, and fortify the entire value chain.
"Through appropriate policy support and technological adoption, we are making steady advancements toward achieving self-reliance in edible oils," Chouhan asserted.
Regarding pulses, the strategy will concentrate on boosting seed production, introducing improved crop varieties, and ensuring assured procurement mechanisms. "Farmers must receive both quality inputs and guaranteed markets for their produce," he stressed.
Emphasis on Science, Sustainability, and Market Stability
Chouhan also underscored the pivotal role of science and technology in modern agriculture. He announced a "lab-to-land" initiative that will connect thousands of agricultural scientists directly with farmers to facilitate knowledge transfer.
Simultaneously, he advocated for a shift toward natural and sustainable farming practices, cautioning that excessive chemical fertilizer use is detrimentally affecting long-term soil health.
Addressing market concerns, the minister assured that the Centre is actively working to prevent price crashes and improve farmer returns through enhanced logistics and value-addition initiatives. "Our foremost priority is to ensure farmers are never compelled into distress sales," he affirmed.
Conference Marks Shift to Collaborative, Data-Driven Planning
The regional conference successfully convened policymakers, agricultural scientists, and stakeholders from multiple states. This gathering symbolizes a decisive move toward more collaborative, region-specific, and data-informed agricultural planning across the nation, setting a new precedent for decentralized governance in the farm sector.
