Uttar Pradesh Forges Strategic Partnership to Revolutionize Livestock Sector

In a significant move to modernize and enhance the sustainability of its livestock industry, the Uttar Pradesh government has initiated high-level discussions with key national and international organizations. A pivotal meeting was convened in Lucknow between Mukesh Meshram, the Additional Chief Secretary for Animal Husbandry, and representatives from the Food and Agriculture Organisation (FAO) of India and DUVASU Mathura.

Groundwork Laid for Tripartite Memorandum of Understanding

According to official statements from the meeting, the discussions have successfully laid the foundation for a proposed tripartite memorandum of understanding. This agreement will formally unite the FAO India, the Uttar Pradesh Department of Animal Husbandry, and DUVASU Mathura in a collaborative effort to drive innovation and sustainability in the state's livestock sector.

Mukesh Meshram emphasized that the primary objective of the meeting was to identify strategic domains where the convergence of policy, research, and field implementation could yield sustainable and scalable outcomes. "Our discussions focused on pinpointing areas where collaborative efforts can create maximum impact," Meshram stated.

Key Thematic Areas for Collaboration Finalized

The partners have finalized several critical thematic areas for their joint initiatives. These include:

  • Development of a Robust Fodder Value Chain: Enhancing the efficiency and sustainability of fodder production and distribution systems across the state.
  • Utilization of Agricultural Residues for Energy Production: Leveraging cow dung and other agricultural by-products to produce compressed biogas and bio-CNG, promoting circular economy principles.
  • Establishment of a 'One Health'-Oriented Disease Surveillance Network: Creating an integrated network to monitor and manage livestock diseases, aligning animal health with public health and environmental concerns.

Initial Focus on Existing Cow Shelter Networks

The three partners have agreed to initially concentrate their efforts on leveraging the extensive network of cow shelters already established across Uttar Pradesh. Specific regions identified for pilot projects include Mathura and Gorakhpur, where existing infrastructure can be optimized for innovative approaches.

With this strategic focus, Uttar Pradesh is poised to serve as a demonstration state for piloting cutting-edge technologies and methodologies in circular livestock systems. The official added that this initiative aims to showcase scalable solutions that can be replicated in other regions.

Roles and Responsibilities Defined

Under the proposed collaboration framework, FAO India will act as the knowledge partner, providing global expertise and technical guidance based on international best practices. DUVASU Mathura will serve as the nodal coordinating center, responsible for piloting and operationalizing these initiatives on the ground, ensuring effective implementation and monitoring.

This partnership marks a significant step towards transforming Uttar Pradesh's livestock sector into a model of sustainability and innovation, potentially setting a benchmark for other states to follow.
