UP Minister Urges Swift Action on World Bank-Supported Clean Air Initiative

In a significant move to combat air pollution and promote public health, Uttar Pradesh's Minister of State for Environment, Forest and Climate Change (Independent Charge), AK Saxena, has directed officials to accelerate the implementation of the Uttar Pradesh Clean Air Management Project (UPCAMP).

Speaking at a high-level review meeting on Tuesday, Minister Saxena emphasized that UPCAMP is a major public welfare initiative designed to enhance air quality and protect the health of citizens across the state.

Focus on Green Jobs and Sustainability

The minister highlighted the project's critical role in generating green employment opportunities and building a skilled green workforce. This approach is expected to support long-term environmental and economic sustainability in Uttar Pradesh, aligning with broader goals of ecological balance and job creation.

"UPCAMP is not just about cleaning the air; it's about securing a healthier future for our people while fostering economic growth through sustainable practices," Minister Saxena stated during the meeting.

Project Overview and Milestones

CEO of UPCAMP, B Chandrakala, provided a detailed overview of the project, outlining its key milestones and targets to be achieved over the project period. The initiative, which received formal approval from the World Bank in December 2025, is structured to address air pollution through comprehensive management strategies.

An official request from the Uttar Pradesh government has been forwarded to the central government for the signing of a tripartite agreement involving the state government, the Centre, and the World Bank. This agreement is crucial for formalizing the collaboration and ensuring smooth project execution.

Key Objectives of UPCAMP

  • Improving air quality across Uttar Pradesh to safeguard public health.
  • Creating green jobs and developing a workforce skilled in environmental management.
  • Promoting long-term sustainability through integrated environmental and economic strategies.
  • Leveraging World Bank support to enhance project effectiveness and reach.

The minister's directive to expedite implementation underscores the state's commitment to addressing air pollution as a priority issue. With the World Bank's backing, UPCAMP aims to set a benchmark for clean air initiatives in India, potentially serving as a model for other regions grappling with similar environmental challenges.
