UP Farmers Must Use AgriStack IDs for MSP Sales and Subsidies
In a significant policy shift, farmers in Uttar Pradesh will soon be required to present digital identification cards issued under the AgriStack scheme to sell their produce at Minimum Support Price (MSP) and access essential agricultural inputs. This mandate, set to be implemented in the first phase by the state's agriculture and revenue departments, represents a major structural overhaul of agricultural governance, procurement processes, and subsidy distribution systems.
Eliminating Middlemen and Fake Entries
The government's primary objective is to eliminate middlemen and fraudulent entries by linking farmer IDs directly to MSP procurement. This linkage will enable better verification of actual cultivators and facilitate real-time tracking of procurement data, ensuring transparency and efficiency in agricultural transactions.
Similarly, the distribution of fertilizers will transition from a transaction-based authentication system to an identity-based entitlement framework. Officials emphasize that this change will reduce the diversion of subsidized fertilizers while improving demand estimation and supply planning capabilities.
Impact on PM-KISAN and Other Benefits
According to detailed directions issued by Uttar Pradesh Chief Secretary SP Goyal, only farmers possessing AgriStack IDs will be eligible to receive benefits under the PM-KISAN Samman Nidhi scheme. This measure aims to remove duplicate beneficiaries and ensure that non-farmers are excluded from the program, thereby streamlining subsidy delivery.
Goyal noted that approximately 75% of farmers in Uttar Pradesh have already been issued these digital IDs. The remaining farmers will be covered through an intensive 10-day campaign scheduled between April 6 and April 15, ensuring comprehensive enrollment across the state.
Transition to Digital Systems
Currently, fertilizers are provided to farmers by the agriculture and cooperative department using Point of Sale (POS) machines linked to the Integrated Fertilizer Management System (IFMS) portal. Starting in May, this process will be based on farmer IDs and the farmer registry. Necessary modifications will be made to the IFMS portal to accommodate this new system.
Goyal confirmed that the agriculture department is tasked with completing the identification of beneficiaries by May 1. Officials highlighted that the new digital ID system is integrated with land records, crop details, and Aadhaar-linked identities, creating a robust framework for agricultural governance.
This initiative marks a pivotal step toward modernizing Uttar Pradesh's agricultural sector, enhancing accountability, and ensuring that subsidies and support reach genuine farmers efficiently.
