Uttar Pradesh Government Unveils Ambitious Project GANNA for Statewide Digital Transformation

The Uttar Pradesh government has officially launched a groundbreaking initiative named Project GANGA, which stands for Government Assisted Network for Growth and Advancement. This comprehensive program aims to deliver broadband internet connectivity to approximately 20 lakh households across the state over the next two to three years, marking a significant leap in digital infrastructure development.

Massive Employment Generation and Women Empowerment Focus

Under this visionary scheme, the state anticipates creating both direct and indirect employment opportunities for more than 1 lakh people. A government spokesperson highlighted that 8,000 to 10,000 local youths at the Nyay Panchayat level will be trained and developed as digital service providers. Importantly, the initiative ensures that around 50% participation will be reserved for women, promoting gender inclusivity in the digital economy.

Strategic Partnership and Official Launch

In a significant development, the State Transformation Commission formalized this ambitious project by signing a Memorandum of Understanding with Hinduja Group's One OTT Entertainment Ltd. The signing ceremony took place in Lucknow on Monday in the presence of Uttar Pradesh cabinet minister Suresh Khanna, who emphasized the transformative potential of this collaboration.

Minister Khanna's Vision for Digital Uttar Pradesh

Minister Suresh Khanna described the MoU as "an important step towards strengthening digital infrastructure in UP while creating large-scale employment opportunities." He reflected on India's technological journey, noting that while the country was once perceived as lagging in technology, "the transformation witnessed over the last decade, especially in UP, has changed the global perception about us."

Khanna elaborated on the far-reaching benefits of high-speed internet in rural areas, stating it would open new opportunities in digital services, online business, education and healthcare. He emphasized that "the biggest need today is to create more employment opportunities, and when employment is generated through technology it becomes more effective and sustainable."

Language Inclusivity and Youth Entrepreneurship Support

The minister specifically urged the implementing company to ensure that Hindi language is given an important place on digital platforms to enhance accessibility for the state's population. He also revealed that the government has been providing financial assistance to connect youth with digital entrepreneurship through a special scheme launched in January 2024, from which more than one lakh youths have already benefited.

Rural Development and Economic Opportunities

State Transformation Commission CEO Manoj Kumar Singh explained that this initiative will create new earning avenues for rural youth through digital services, YouTube, and various online platforms. He projected rapid development in sectors such as telemedicine, online education, e-commerce and digital skilling. Singh particularly highlighted the impact on border districts, noting that "broadband internet connectivity in border districts such as Shravasti, Bahraich and Balrampur will open new economic opportunities for people and accelerate rural development."

Symbolic Naming and Implementation Vision

Vinsley Fernandes, Director of Hinduja Global Solutions Ltd, shared the inspiration behind the project's name: "Just as the Ganga is not only a symbol of faith but also a lifeline for millions of people supporting agriculture, industry and drinking water, the same spirit inspired the naming of this initiative as Project GANGA."

Satya Prakash Singh, Chief Business Officer of One OTT Entertainment Ltd, outlined the project's core objective: to extend digital connectivity to remote, underserved and unserved areas of Uttar Pradesh. He emphasized that this would enable digital services to expand in rural regions and create new employment opportunities. With high-speed internet availability, he foresaw new possibilities emerging in telemedicine, online education, digital skilling, e-commerce and digital content creation.
