The Visakhapatnam metro rail project is currently under active consideration by the Union government, according to Andhra Pradesh's Municipal Administration and Urban Development Minister, P Narayana. The minister made this significant announcement while attending a regional workshop organized by the Housing and Urban Development Corporation Ltd (Hudco) on the Urban Invest Window (UiWIN) in Visakhapatnam on Sunday.

Project Timeline and Additional Infrastructure Plans

Speaking to the media after the workshop, Minister Narayana provided detailed insights into the project's progress. He revealed that a private organization is currently conducting a comprehensive study on the metro rail initiative, which is expected to be finalized within the next two months. Following the completion of this study, the government plans to accelerate the project on a fast-track basis, with an ambitious goal of completing the entire metro system within three years.

In addition to the metro rail, the minister outlined parallel infrastructure developments. Steps are being taken to develop a semi-ring road, modeled after Hyderabad's outer ring road, stretching from Rambilli to Bhogapuram. This dual focus on rail and road infrastructure aims to significantly enhance urban connectivity and reduce traffic congestion in the Visakhapatnam region.

Hudco's UiWIN Initiative and Workshop Participation

The workshop where these announcements were made centered on Hudco's recently launched Urban Invest Window (UiWIN). This dedicated institutional mechanism is designed to support urban local bodies and cities in developing bankable, investment-ready urban infrastructure projects. The event saw robust participation from over 150 senior officials representing five southern states—Andhra Pradesh, Karnataka, Kerala, Tamil Nadu, Telangana—and the Union Territory of Puducherry.

Participants included representatives from urban local bodies, state government departments, and Hudco. The workshop also featured specialists from prominent national and international institutions, such as NITI Aayog, the World Bank, the Asian Development Bank, National Bank for Financing Infrastructure and Development, National Investment and Infrastructure Fund, and the International Finance Corporation, alongside private financial institutions and banks.

Notable attendees at the event included Ongole MP Magunta Sreenivasulu Reddy, who serves as chairman of the standing committee on housing and urban affairs; Srinivas Katikithala, Secretary of the Ministry of Housing and Urban Affairs; S. Suresh Kumar, Principal Secretary of Andhra Pradesh Municipal Administration and Urban Development; and Sanjay Kulshrestha, Chairman and Managing Director of Hudco.

Minister Narayana elaborated on the UiWIN framework, describing it as a one-stop facilitator that provides end-to-end support to cities. This comprehensive support encompasses identifying bankable projects, preparing Detailed Project Reports (DPRs) and feasibility studies, financial structuring, credit rating, and municipal bond assistance. UiWIN will also facilitate pooled finance for smaller urban local bodies, access to multilateral and bilateral funding, public-private partnership transaction support, and implementation assistance through dedicated state offices and investment support units.

Focus on Municipal Asset Management

Ongole MP Magunta Sreenivasulu Reddy emphasized the critical need for cities to focus on the effective management of municipal assets. His remarks highlighted the broader context of urban development, where infrastructure projects like the Visakhapatnam metro must be complemented by efficient asset management to ensure sustainable growth and long-term viability.

The collective discussions at the workshop underscored a coordinated effort between state and central governments, financial institutions, and international bodies to drive urban infrastructure development in southern India, with the Visakhapatnam metro rail project standing as a flagship initiative in this regional push.
