Major Highway Chaos in Navi Mumbai as Dumper Spill Causes 15-Vehicle Pile-Up
A serious multi-vehicle collision disrupted traffic on the busy Sion-Panvel highway near Kharghar on Thursday evening, creating hazardous conditions and injuring two traffic police officers. The incident, which occurred around 8 pm, was triggered by the spillage of oil and grease sludge from a dumper truck that was transporting the material without proper safety measures.
Chain Reaction Accident on Critical Transport Route
According to police reports, approximately 15 vehicles skidded and piled up on the highway after encountering the slippery substance that had leaked from the dumper. The spill created a dangerous 20-meter stretch of road covered in viscous oil and grease sludge, making the surface extremely treacherous for motorists.
The situation escalated when two beat marshal constables from the Kharghar traffic unit arrived at the scene to manage the growing traffic snarl. As they approached the affected area, their motorcycle also skidded on the spilled material, causing both officers to sustain minor injuries.
Police Response and Legal Action
The injured constables have been identified as Satish Kale (55) and Kiran Kadam (47). Despite their injuries, both officers continued working to restore order and streamline traffic movement at the accident site. Senior officials from the Kharghar police station, Kharghar traffic unit, and DCP Traffic Tirupati Kakade promptly arrived to assess the situation and coordinate the response.
Acting on a formal complaint filed by Constable Kale, the Kharghar police have registered a case against the dumper driver, identified as Sanjay Kumar Bharti (42), who hails from Uttar Pradesh. The driver faces charges under relevant sections of the Bharatiya Nyaya Sanhita (BNS) and the Motor Vehicle Act for:
- Rash or negligent driving on a public way that endangers human life
- Negligent conduct with respect to machinery
- Dangerous driving that poses risk of injury to others
Driver's Explanation and Investigation Details
Constable Kadam provided details about the sequence of events: "On Thursday around 8 pm, while we were on beat marshal duty, we received a wireless message about multiple vehicles piling up near the Kharghar skywalk on the highway. The accident was caused by skidding after spillage of oil and grease from a dumper. When we rushed to the spot, we found a huge quantity of solid sludge material fallen on the road, covering about 20 meters. Our bike skidded on this spillage, and we both sustained minor injuries."
Constable Kale added crucial information about the transportation circumstances: "The dumper driver was transporting the sludge material from ONGC in Uran to Baroda without taking necessary safety precautions. The material was not stored in barrels or plastic sacks as required. The driver claimed that during the journey, the dumper's carriage got unlocked, causing the sludge to spill along the highway stretch, and he was unaware of this leakage."
Aftermath and Procedural Challenges
Following the accident, drivers of the vehicles involved in the pile-up were advised to file formal complaints if they wished to pursue legal action. However, most chose to continue their journeys without lodging complaints. The incident presented additional challenges as the body cameras provided to the traffic police by their department were damaged during the mishap, complicating evidence collection.
An FIR was ultimately lodged by Constable Kale against the accused dumper driver based on eyewitness accounts and physical evidence from the scene. The case highlights ongoing concerns about transportation safety protocols for hazardous materials on busy urban highways and the risks faced by first responders during such incidents.
