Andhra Pradesh Police Unveils Statewide 'Operation Chinnari Thalli' to Protect Children

In a significant move to bolster child safety, Andhra Pradesh Director General of Police Harish Kumar Gupta on Thursday launched the poster for a comprehensive statewide special drive titled "Operation Chinnari Thalli." This ambitious initiative is specifically designed to prevent sexual crimes against children and ensure their overall security and well-being across the state.

Launch and Objectives of the Initiative

The program was officially unveiled at an event held at the DGP office in Vijayawada. Operated under the aegis of the Women and Child Safety Wing, Operation Chinnari Thalli carries the powerful tagline, "A Safe Childhood is the Key to Sustainable Development." DGP Gupta emphasized that the initiative aims to crack down on a range of threats, including sexual offenders, habitual criminals, drug addicts, and anti-social elements who pose significant risks to women and children.

Key Strategies and Enforcement Measures

To enhance effectiveness, the police department has outlined several critical strategies:

  • Zero Pendency in POCSO Cases: Police will ensure no delays in arrests related to Protection of Children from Sexual Offences (POCSO) cases, with investigations to be completed within a stipulated timeframe.
  • Expedited Legal Processes: Charge sheets will be filed within 60 days to improve conviction rates through speed trial monitoring.
  • Surveillance of Repeat Offenders: "Sexual Offenders Sheets" (SOS) will be maintained for repeat offenders from the past five years, enabling close and continuous surveillance.

Awareness and Support Programs

Beyond enforcement, the initiative includes proactive measures to educate and support the community:

  1. Good Touch–Bad Touch Drives: Awareness programs will be conducted in schools, anganwadis, and hostels to teach children about personal safety.
  2. Enhanced Security Patrols: Vulnerable areas will be identified for increased night patrols and improved security arrangements.
  3. Victim Support: Counseling and rehabilitation services will be extended to victims of sexual crimes to aid in their recovery.

Implementation and Oversight

The newly established Women and Child Safety Office in Tadepalli, under the supervision of Inspector General of Police B Rajakumari, will monitor the implementation of Operation Chinnari Thalli. DGP Gupta has directed all Police Commissionerates and District Superintendents of Police to prepare a detailed action plan within 48 hours, reaffirming the department's unwavering commitment to child safety.

This comprehensive approach combines strict law enforcement with community engagement, aiming to create a safer environment for children across Andhra Pradesh and set a benchmark for child protection initiatives.
