App Auto Safety Concerns in Dehradun Over Unauthorized Riders

Dehradun: Commuters in Doon have raised serious safety concerns over the growing trend of app-based auto-rickshaw drivers carrying friends or acquaintances during active rides. Beyond the obvious security risks, transport officials have confirmed that the practice directly violates commercial permit guidelines and platform rules.

Safety Risks for Women Commuters

For lone women commuters, the presence of an unexpected stranger creates an intimidating situation. “The drivers often say the person accompanying them is their brother or friend, and hence I should not worry. They act as if that unauthorized person is my brother or friend and I am just supposed to trust them,” said Raka Bashak, a resident of Nehrugram who frequently books app-based autos.

Legal Violations and Overcrowding

Besides personal security anxieties, the practice violates legal passenger limits, resulting in hazardous overcrowding. Bashak recalled an instance where she was traveling with two companions. With the driver and his acquaintance up front, five people were crammed into the vehicle.

Regional transport officer (RTO) Anita Chamola said, “Only three passengers, in addition to the driver, are legally permitted in a standard auto-rickshaw. In cases of overloading, we issue a challan and the enforcement officer recommends punitive action against both the vehicle’s permit holder and the driver’s license.”

Commuters' Responses

While some commuters like Suman Bhatt of Rajeshwar Nagar admit to completing rides despite feeling highly uncomfortable, others take a strict stance. “I always cancel such bookings. It may not be practical for everyone if they are running late, but for me, safety comes first,” said Sarika Sharma, another commuter.

Platform Policies

When reached for comment, prominent aggregators clarified that their policy strictly prohibits third-party riders on private trips. A Rapido spokesperson said that captains are not permitted to carry additional individuals during an active trip. “Such instances violate our core policies and can result in penalties ranging from temporary suspension to permanent deactivation,” the spokesperson said. He noted that multiple passengers are only permitted under their specific “Auto Shuttle” service.

An Uber spokesperson urged riders to use the app’s 24x7 Safety Helpline to report these encounters immediately, adding that repeat complaints will cause a driver to permanently lose access to the platform.

Legal Enforcement

The RTO has reminded citizens that aggregator license holders are legally bound to maintain functioning grievance redressal systems. Commuters who fail to get a satisfactory response from the companies are encouraged to report the vehicle details directly to the RTO for immediate legal enforcement.
