Bengaluru Man Posing as IAS Officer Dupes Doctor of Rs 2.7 Crore

A 44-year-old Bengaluru man, who posed as an IAS officer and attempted to defraud a doctor from Jammu & Kashmir in a Rs 2.7-crore land deal near Kempegowda International Airport, has been named in a chargesheet recently filed in a city court.

Arrest and Complaint

HN Sujayendra alias Sujay, a resident of Bengaluru's RPC Layout, was arrested in November 2025 after a complaint was lodged by Dr. Raja Langer. The doctor alleged that the accused had cheated him out of a significant sum in a land transaction.

According to police, Sujayendra convinced Dr. Langer that he would assist his family in purchasing land near the Kempegowda International Airport. The accused collected money in two installments, claiming it was necessary for land-related clearances. However, when no progress was made and Sujayendra began avoiding him, the doctor approached the authorities.

Additional Suspects

Three other individuals, including a seer, were initially named in the case. However, due to insufficient evidence, their names were omitted from the final chargesheet.

Details of the Fraud

In his complaint, Dr. Langer stated that Sujayendra visited Jammu in March 2023 and persuaded his father to invest in land near the airport. The doctor's family transferred Rs 1.5 crore to Srinivasa Construction Company, which was owned by Sujayendra. The accused promised to provide the land documents within a week.

Instead of delivering on his promise, Sujayendra began offering the doctor's father high-ranking positions in the central and state governments, claiming to be a well-connected individual holding a senior post in the central government. He later changed the proposal to 'heritage homes,' stating that the title papers would only be provided after the construction of these homes. He demanded an additional Rs 1.2 crore as construction costs.

Dr. Langer explained, 'As we had already spent Rs 1.5 crore and were afraid of losing that amount, we paid the additional sum. After receiving a total of Rs 2.7 crore, he mostly stopped responding. Later, he informed us that the deal would not proceed and that he would return the money, but he never did.'

Investigation Findings

During the investigation, police discovered that Sujayendra possessed three seals of the Ministry of Home Affairs (two red and one blue) as well as a letterhead of the Karnataka Governor. Authorities wrote to the MHA and the Karnataka Governor's office to verify the authenticity of these items.

The Governor's office confirmed that Sujayendra had never worked with them and that the letterheads were fake. Officials from the Governor's office subsequently filed a separate case against him.

An investigating officer stated, 'The preliminary chargesheet details how Sujayendra befriended the victim doctor and cheated him of Rs 2.7 crore. We have not included any mention of Sujayendra posing as an IAS officer or a staffer from the Union ministry office, as we are awaiting responses from the ministry.'
