Bihar Achieves National Leadership in Prisoner Rehabilitation and Skill Development

In a landmark achievement for criminal justice reform, Bihar has secured the number one position across India for transforming its correctional facilities into hubs of rehabilitation, education, and vocational skill development. The state's comprehensive approach focuses on equipping inmates with the tools for a productive life post-release.

Educational Empowerment Through Open Schooling and University Programs

According to official data released by the state's home department, a significant number of prisoners are pursuing formal education. In 2025, a total of 1,256 inmates enrolled for Class X examinations, while 183 registered for Class XII through the National Institute of Open Schooling (NIOS). Furthermore, the Indira Gandhi National Open University (IGNOU) played a crucial role, with 1,565 prisoners linked to its various academic programs. The year 2025 alone saw 1,354 new inmates taking steps toward higher education via IGNOU, underscoring the success of Bihar's reformative model.

Vocational Training and Computer Education for Mainstream Integration

A special emphasis has been placed on job-oriented training to facilitate the reintegration of prisoners into mainstream society. During the 2025-26 period, an impressive 3,902 inmates received skill training in diverse trades. Additionally, 1,443 prisoners enhanced their technical capabilities by completing computer education courses. The overarching objective of these initiatives is to ensure that former inmates can secure dignified employment after their release, thereby reducing the likelihood of recidivism and a return to criminal activities.

Holistic Well-being Initiatives and Healthcare Enhancements

To address the mental and physical well-being of inmates and alleviate stress within prison environments, the Bihar government signed a five-year agreement with the Art of Living foundation. This partnership extends across all 59 jails in the state. On the healthcare front, 69 general physicians and nine specialists were appointed on a contractual basis, while nine clerks were hired on compassionate grounds during the same timeframe.

Support for Crime Victims and Stringent Measures for Hardened Criminals

Demonstrating sensitivity towards victims of crime, assistance exceeding Rs 3 crore is being provided to their families through the Crime Victim Welfare Trust. While prioritizing rehabilitation, the state has also adopted a strict stance against notorious criminals. Home Minister Samrat Choudhary, presenting the data in the Bihar assembly on February 20 during the budget session, announced plans to construct high-security jails on desolate hills for hard-core offenders. These facilities will have no mobile network coverage and only one entry-exit point, with security forces maintaining rigorous surveillance to completely curb the operation of criminal networks from within prisons.

Future Plans: Open Jail and Continued Reform

Minister Choudhary further revealed that an open jail will be established at the Shaheed Jubba Sahni Central Jail in Bhagalpur, marking another step in the state's progressive penal reforms. This balanced strategy of rehabilitation for willing inmates and stringent containment for dangerous criminals positions Bihar as a pioneer in holistic prison management and social reintegration efforts.
