The Haryana State Commission for Protection of Child Rights has directed the police to register a First Information Report without further delay regarding an alleged assault on two juveniles at the Place of Safety (Bal Sudhar Kendra) in Madhuban, Karnal. Commission chairperson Tripti Sheoran on Thursday expressed serious concern over the delay in police action and criticized law enforcement for inadequate understanding of the Juvenile Justice Act provisions.
Details of the Assault
According to complaints, the two boys were residing at the Place of Safety under orders of the Juvenile Justice Board when two staff members allegedly assaulted them with pipes and belts, causing multiple injuries. The complainants stated that the children were taken to a hospital where medico-legal reports confirmed the injuries. Although the incident was reported to Madhuban police station, no effective action was taken, and the complainants were not informed whether a case had been registered or the status of the investigation.
Commission's Directives
Sheoran directed the Deputy Superintendent of Police to ensure an FIR is registered promptly. She also instructed officials to produce the children before the Child Welfare Committee and organize special training programs for all Child Welfare Police Officers in the district. Emphasizing the need for stronger safeguards, she called for strengthening the Juvenile Police Unit. The commission also noted that the Haryana Human Rights Commission had ordered a comprehensive inquiry, directing the Police Department, Women and Child Development Department, and the Superintendent of the Place of Safety to submit separate detailed reports.
Inspection Findings
During an inspection of the residential facility, Sheoran found rooms in satisfactory condition but expressed concern over unhygienic bathrooms and toilets, directing immediate corrective measures. She later made a surprise visit to Bal Bhavan in Karnal, where children were found studying. She expressed dissatisfaction with the slow progress in restoring eligible children to their families and promoting non-institutional care, directing the Child Welfare Committee to review all cases and expedite family restoration wherever possible.
Strict Action Warning
“Violations of children’s rights or administrative negligence in matters concerning their safety and well-being would not be tolerated,” said Sheoran, adding that the commission would ensure prompt and strict action against any lapses affecting children’s rights.
