Chodavaram Court Authorized to Accept NDPS Cases in Alluri District and Mandals

In a significant administrative development, the Chodavaram court has been granted permission to accept Narcotic Drugs and Psychotropic Substances (NDPS) cases from Alluri Sitarama Raju district and seven mandals within the Chodavaram and Madugula Assembly Constituencies. This decision follows a formal request submitted by the Bar Association, aiming to streamline judicial processes and alleviate logistical challenges faced by law enforcement agencies.

Background: Rising NDPS Cases Despite Curb on Ganja Cultivation

While the government has implemented stringent measures to curb ganja cultivation in Alluri district, there has been a notable increase in the seizure of large quantities of ganja originating from across the state border, particularly from Odisha. These seizures have been reported in both Alluri Sitarama Raju and Anakapalli districts, leading to a surge in NDPS cases. The influx of contraband from neighboring regions has compounded the legal and operational burdens on local authorities.

Logistical Hardships for Police and Excise Departments

Previously, police and excise department officials from Alluri Sitarama Raju and Anakapalli districts were required to travel to Visakhapatnam for case hearings. This necessitated the transportation of seized materials under police protection to present evidence before judges, a process that imposed significant hardship and resource strain. Additionally, bail petitions for accused individuals in NDPS cases were filed in the Visakhapatnam court, with all such cases being heard at the Visakhapatnam metropolitan session district court.

New Judicial Arrangements to Ease Burdens

Under the new arrangement, the ninth additional district court in Chodavaram will now accept these NDPS cases, while the Anakapalli court will continue to hear cases within its existing jurisdiction. This redistribution is expected to mitigate the challenges associated with shifting accused persons and seized ganja over long distances, which had become a substantial burden for the police and excise departments. The district judge considered the Bar Association's request in light of these operational difficulties, leading to the approval of this jurisdictional change.

Implications for Future Case Management

The authorization for the Chodavaram court to handle NDPS cases marks a proactive step towards enhancing judicial efficiency and reducing the logistical overhead for law enforcement. By localizing case proceedings, it aims to expedite legal processes and improve coordination between judicial and enforcement agencies. This move is anticipated to foster a more responsive and effective framework for addressing narcotics-related offenses in the region.
